E 6th Street Renaming to E. 5th StreetMEMORANDUM October 29, 2002 TO: FROM: SUBJECT: The Honorable Mayor and City Council Members Michael C. Van Milligen, City Manager Renaming A Portion of East Sixth Street to East Fifth Street Prior to the construction of the US Highway 61 overpass, all portions of East Sixth Street were physically connected. The completion of the highway project resulted in East Sixth Street being divided into two unconnected portions. As part of the highway project, East Fifth Street was extended under the overpass and connected to the easterly remaining portion of East Sixth Street. Public Works Director Mike Koch and Building Services Manager Rich Russell recommend that the street extending southeasterly from the intersection of East Fifth and White Streets be named East Fifth Street, that stop signs be erected for southbound traffic on Bell Street and westbound traffic on East Fifth street, and a yield sign be erected for eastbound traffic on East Fifth Street. Koch, Public Works Director ;)~¢,¢~ ~-~ Rich Russell, Building Services Manager ~ Renaming A Portion of East Sixth Street to East Fifth Street INTRODUCTION The purpose of this memo is to recommend the renaming of a portion of East Sixth Street in the Port of Dubuque and officially name East Fifth Street from White Street easterly to the renamed portion of East Sixth Street. DISCUSSION Pdor to the construction of the US Highway 61 overpass, all portions of East Sixth Street were physically connected. The completion of the highway project resulted in East Sixth Street being divided into two unconnected portions. As part of the highway project, East Fifth Street was extended under the overpass and connected to the eastedy remaining portion of East Sixth Street. Due to the expected tourism traffic in the area and to reduce confusion for local drivers, the portion of East Sixth Street east of Cypress Street should be renamed East Fifth Street. The portion of East Fifth Street constructed as part of US 61 from White Street easterly to East Sixth Street should be officially named East Fifth Street. The lots listed in the Ordinance attached were pumhased for the construction of East Fifth Street. Portions of Bodega Street, Adams Street, and a public alley also should be renamed to East Fifth Street to resolve conflicting names in the immediate area. The Engineering Division has provided an exhibit for an understanding of this area. ACTION TO BE TAKEN Also, because of the construction of the Bell Street paving and the additional traffic at the intersection of East 5th and Bell, stop signs should be installed at these intersections. Because of the anticipated major flow of traffic, stop signs should be placed for southbound traffic on Bell Street and westbound traffic on East Fifth Street and a yield sign for eastbound traffic on East Fifth Street. The City Council is requested to adopt the ordinances for the naming of East Fifth Street and also the ordinance providing for the installation of two stop signs at the corner of East Fifth and Bell Streets and a yield sign for eastbound traffic on East Fifth Street. RECOMMENDATION I recommend that the street extending southeasterly from the intersection of East Fifth and White Streets be named East Fifth Street, that stop signs be erected for southbound traffic on Bell Street and westbound traffic on East Fifth Street, and a yield sign for eastbound traffic on East Fifth Street. MAK/RR/vjd ORDINANCE NO. 89-02 AN ORDINANCE RENAMING 'A PORTION OF THE STREET CURRENTLY NAMED EAST SIXTH STREET TO EAST FIFTH STREET AND DESIGNATING THE PUBLIC RIGHT-OF-WAY BETWEEN THE WESTERLY END OF THE NEWLY-NAMED EAST FIFTH STREET AND WHITE STREET AS EAST FIFTH STREET Whereas, the City Council desires to reduce the potential confusion of visitors to the Port of Dubuque renaming East Sixth Street in this area; and Whereas, the street was designated Pdor to the construction of the US Highway 61 overpass when both portions of East Sixth Street were physically connected; and Whereas, property was purchased for the extension of East Fifth Street as part of the reconstruction of US 61 which is now physically connected to the current East Fifth Street at its intersection with White Street and East Sixth Street near Cypress Street; and Whereas, the City Council desires to name this street as East Fifth Street. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the portion of East Sixth Street from the westerly line of Cypress Street extended southeasterly to the easterly right-of-way line of Bell Street be hereinafter renamed East Fifth Street; and Section 2. That Lots 1-1, 2-1, 1-11, 2-10, 3-10, 1-12, 1-13, 1-14, 1-15, 1-16, and 1-17 all in Industrial Subdivision No. 2 in the City of Dubuque, Dubuque County, Iowa, be hereinafter named East Fifth Street; and Section3. That Lots 1-12, 1-13, 1-14, and 1-15 all in Block 29 of Dubuque Harbor Improvement Company's Addition in the City of Dubuque, Dubuque County, Iowa, be hereinafter named East Fifth Street; and Section 4. That all that part of unvacated Adams Streets from the south line of East Sixth Street to the north boundary of Lot A of 2 of 12 of Said Industrial Subdivision No. 2 be hereinafter named East Fifth Street; and Section 5. That all that part of the unvacated alley abutting Lots 1-12, 1- 13, 1-14, and 1-15 all in Block 29 of said Dubuque Harbor Improvement Company's Addition be hereinafter named East Fifth Street; and 0 Section 6. That all that part of unvacated Bodega Street between Lot A of 11 and Lot B of 11 both in said Industrial Subdivision No. 2, hereinafter named East Fifth Street; and Section 7. That all that part of Lots 1, 2, 3, and 4 of Milwaukee Industrial Tract No. 1 pumhased by the Iowa Department of Transportation for US 61 reconstruction from the eastedy right-of-way line of White Street underlying the extension of Fifth Street easterly shall be hereinafter named East Fifth Street; and Section 8. That that part of Lot 7 of the E ~ of the NE ¼ of Section 25, T89N, R2E, 5th P.M., Dubuque County, Iowa, underlying the extension of East Fifth Street between said Milwaukee Industrial Tract No. 1 and said Bodega Street shall hereinafter be named East Fifth Street; and Section 9. That the Mayor and City Clerk are hereby authorized and directed to endorse the approval of the City of Dubuque, Iowa, upon such street name, and to file notice of the renaming of said street with the Recorder, Auditor, and City Assessor of Dubuque County, Iowa.
