SUBJECT:RFP for Consultant Services for Third Street Overpass
Included in the Master Plan for the Port of Dubuque was a conceptual design for
improvements to the Third Street overpass. This overpass has been identified as the
most critical connection to the Port of Dubuque and is in need of sidewalk
improvements. The attached RFP has been developed by the design review committee
for the Port of Dubuque.
Included in the RFP is the construction of a new pedestrian walkway and amenities on
the north side of the Third Street overpass. The scope of services will also include a
stand-alone design (in case both improvements cannot be completed) of improvements
to the existing sidewalk on the south side of the overpass to make it more pedestrian
friendly. As part of the redesign of the south walk, it is the desire of the city to have a
Port of Dubuque sign spanning Third Street at the west end of the bridge. This project
shall serve as an important link between downtown and the Port of Dubuque.
The Design Review Committee recommends City Council approval of a Request for
Proposals (RFP) for consulting services to provide architectural and engineering design
services for the Third Street overpass.

Introduction
The purpose of this memo is to request City Council approval of a Request For
Proposals (RFP) for consulting services to provide architectural and engineering design
services for the Third Street overpass. The proposed RFP is attached to this memo.
Discussion

committee for the Port of Dubuque and includes: Jerry Enzler, Sue Czeshinski, Rick
Dickinson, Jim Rix, Bill Baum, Laura Carstens, Pauline Joyce and myself. The RFP
involves the selection of a consultant to provide architectural and engineering design
services for the Third Street overpass.
Included in the RFP is the construction of a new pedestrian walkway and amenities on
the north side of the Third Street overpass. The scope of services will also include a
stand-alone design (in case both improvements cannot be completed) of improvements
to the existing on the south side of the overpass to make it more pedestrian friendly. As

Design assumptions included in the RFP are:

· Design shall be compatible in nature and complement the natural and built
environment;
· Design shall provide for a physical connection to the new parking ramp located
adjacent to the overpass as part of the ramp existing structure and as part of its
intended addition of another sky tower at the southeast corner;
· Design shall include opportunities for expansion; and
· Design shall include opportunities for public art.
As indicated on the attached RFP, responses are due on Monday, December 9. Based
upon the number of responses received and the selection process, I would anticipate
taking a recommendation to City Council in January 2003.
Action Step
The action step is for the City Council to approve this Request For Proposals.

REQUEST FOR PROPOSALS
For pedestrian walkway and amenities for the Third Street Overpass
INTRODUCTION
The City of Dubuque, Iowa is soliciting proposals from qualified consulting firms
(referred to in this RFP as Architect) to provide architectural and engineering design
services for the construction of pedestrian walkway and amenities on the Third Street
overpass. The Third Street overpass connects the historic Old Main district with the Port
of Dubuque. The Port of Dubuque rests along the Mississippi River and serves as a
gateway to the City of Dubuque and eastern Iowa. The Port of Dubuque is home to the
$188 million America's River project. The total cost of the improvements to the Third
Street overpass is estimated to be $1.5 million.
Construction is underway for the National Mississippi River Museum and Aquarium, the
Grand Harbor Resort and Waterpark a 192-room hotel and indoor Waterpark along the
riverfront and a 2000' Riverwalk including an amphitheater. The National Mississippi
River Museum and Aquarium includes: 15 aquariums; Immersion theater showcasing the
Mississippi River's creation, floods, history and underwater life; outdoor wetland
featuring natural and living history exhibits with floating laboratories and classrooms;
stream tables; and an educational overnight program which lets visitors sleep on a "boat
and breakfast" National Historic Landmark steamboat.
The Grand Harbor Resort and Waterpark includes a seven story hotel with 192 rooms and
a 24,000 square foot indoor waterpark. Phase II includes 150 additional rooms and an
18,000 square foot addition to the waterpark. The Mississippi Riverwalk and Amenities
includes a riverwalk which links the Alliant Energy Amphitheater, the River's Edge
Plaza, a landing for national riverboat excursion companies such as the Delta Queen, boat
docks, public art and an 18-mile bike-hike trail connection to the Heritage Trail. The
total combined public and private investment in these three projects is $188 million. The
America's River project is expected to draw 500,000 visitors per year. The Diamond Jo
Casino, located in the Port of Dubuque draws over 1 million visitors each year. The City
of Dubuque has recently completed master planning and design services for the Port of
Dubuque and an additional $150 million in investments are expected. For additional

II.COMMUNITY BACKROUND
The City of Dubuque is located on the Mississippi River west of the Illinois-Wisconsin
border and is connected to both states by bridges. It is the educational, industrial, and
commercial center for the tri-state area and has a stable and diversified manufacturing
base and a growing service sector. The City's 2000 Census population is 57,686. The
City is approximately 30 square miles in area. The City's annual budget is over $90
million and funds a full range of services.
The Dubuque area economy has remained strong with unemployment at record low levels
and a steady growth in manufacturing and construction jobs. The city's central retail area
serves almost all of the fifteen surrounding counties in Iowa, Illinois and Wisconsin.
Public improvements in the downtown area include a four-block pedestrian mall; four
off-street parking ramps. There is also substantial concanercial activity west of the central
business district area along U.S. Highway 20, including an enclosed shopping mall with
several national retailers. In 1999, the City approved the construction of over one million
square feet of new private commercial, office, industrial and institutional space.
Residents of the Dubuque area make extensive use of the recreational opportunities
afforded by the Mississippi River, which are complemented by the City and County park
systems. This includes outdoor swimming pools, picnic areas, ice-skating rinks, baseball
diamonds, tennis courts and a public golf course. Several recreational areas are situated
on the bluffs overlooking the mighty Mississippi River. The City has a wide variety of
cultural offerings including art galleries, theater groups and symphony concerts. In 1985,
parimutual gaming was introduced to the community of Dubuque and in 1991 riverboat
gambling became an added attraction. The City's Mississippi riverfront is the location of
this riverboat gambling and regular cruise boats. The Port of Dubuque facilities are
located in the historic Ice Harbor area. Dubuque hosts approximately one million tourists
annually and this number is anticipated to grow with the recent development
opportunities described above.
III. PROPOSAL SUBMISSION REQUIREMENTS
The proposal shall include the following information and shall be organized in the
manner specified below.
Letter of Transmittal
A cover letter signed by an authorized representative of the firm briefly outlining the
firm's understanding of the work. The cover letter must contain a commitment to
provide the services described and the name, address, telephone number, and fax number
and emall of the consultant's primary contact person. Please also include a summary of
the firm's understanding of the project.

Qualifications of firm(s)
· List the names of the anticipated project manager and other key personnel associated
with the project. A resume of their qualifications and experience should be attached
along with the percentage of time each person is anticipated to devote to the project.
Describe the name and location of any subconsulting firms that will be used by the
firm in the design of the walkway and amenities. Please identify the approximate
percentage of work that would be performed by each of these firms. Include the
experience and qualifications of the subconsultant firm and their key personnel in
working on similar projects.
Describe the experience of the fn'm in conducting projects of a size similar to this
project. Include previous projects with similar budgets and deadlines and whether the
firm met the established criteria.
Include a project list with contacts for all similar projects that have been completed in
the past 3 years. Identify the key personnel who worked on the referenced projects
and who are expected to work on this project.
· Provide information on the limits of insurance carded by the firm. See attachment B
for the minimum amounts required by the City of Dubuque.
· Discuss the firm's ability to integrate this project into the finn's present workload.
Scope of Services

Deliverables, including but not limited to:
· Design layout in graphic board;
· Elevation drawings of facility in graphic board;
· Bird's eye perspective in graphic board;
· Construction plans and specifications;
· Cost estimate;
· Bid documents and bid tabulations.
Architect Services
Architect services as outlined below and in general conformance with AIA Document
B141 - Electronic Format- 1997 edition, Standard Form of Architects Services: Design
and Contract Administration.
Project administration services
Consult, communicate and coordinate with the City, Project Team and parmers in
the America's River project. Prepare project schedule, evaluation of project
budget and cost of the work.
Evaluation and planning service
Evaluation of project scope, budget and site and methods for construction
services.
Design services
Provide architect and landscape architectural; civil, structural, mechanical and
electrical engineering; and other services resulting in preparation of schematic
design documents, design development documents and construction documents
Cost estimates
Prepare final cost estimates based upon final design approved by design
committee.
Construction procurement services
Assist in obtaining competitive bid proposals, and in awarding and preparing
construction contracts.
Contract administration services
Provide general administration of the construction contract, evaluation of the
contractor's work, certification of payments to the contractor, review and
approval of the contractor's submittals, preparation of change orders and
recommendation of project completion.

Proposed Project Schedule
Provide a project schedule outlining the time period and estimated completion date of the
proposed scope of work for design services and a separate schedule for construction
administration services. This should include a schedule for and description of all
deliverable products throughout the period for design services.
Fees and Compensation
Provide a proposed cost plus expenses budget for completion of the scope of services
with cost breakdowns by scope element. Quotation of fees and compensation shall
rema'm firm for a period of at least 90 days from the proposal submission deadline.
Please provide the proposed cost for each budget under separate cover. Initial
screening will be done by the selection committee without the benefit of knowing the
proposed fee for services.
IV. SUBMISSION REQUIREMENTS
An unbound original plus nine copies shall be received in the City Clerk's Office, 50
West 13th Street, Dubuque, Iowa 52001 by 4:30p. m. CST Monday, December 9, 2002.
Each consultant assumes full responsibility for delivery and deposit of the completed
proposal package on or before the deadline. The City of Dubuque is not responsible for
any loss or delay with respect to delivery of the proposals.
All proposals become the property of the City of Dubuque and will not be returned.
The City of Dubuque reserves the right to reject any and all proposals or portions of
proposals and to negotiate changes with any consultant.
The City of Dubuque is not liable for any cost incurred by any consultant prior to the
execution of an agreement or contract, nor shall the City of Dubuque be liable for any
costs incurred by the consultant that are not specified in any contract.

EVALUATION CRITERIA
Proposals will be screened to ensure that they meet the minimum requirements of the
proposal format. A selection committee will evaluate qualifying proposals. Factors to be
considered by the committee include the following:
Qualifications and experience of firm and any subconsultants;
· Qualifications and experience of the principal consulting staff and of subconsulting
staff who will work on the project;
· Understanding of project scope and level of interest;
· Approach to completing scope of services including creativity and problem solving;
· Responsiveness and compatibility between consultants and the City;
· Ability to communicate;
· Proposed schedule required to complete project;
· Proposed cost to complete project; and

· Ability to design projects that are bid within proposed budget.
Consultants may be invited to an interview with the selection committee prior to committee
selection.
