Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV Tele-
Programming Commission recommendations for funding from the Public, Educational,
and Governmental (PEG) Capital Grant for Access Equipment and Facilities in the
amount of $925 for Dubuque Community Schools and $14,000 for the City of Dubuque.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable N Tele-
Programming Commission to approve two requests for funding from the Capital Grant for
Access Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise
agreement that went into effect on June 5, 2005, began FY09 with a balance of $307,680.
Quarterly adjustments and interest have added $26,309 so far this fiscal year. Currently there is
a balance to be awarded of $161,099.
At its meeting yesterday, the Commission approved two requests for funding:
1) $925 for Dubuque Community Schools to purchase a converter to enable them to
connect a floor camera to their switcher to do school board meetings from The Forum.
2) $14,000 for the City of Dubuque to enable live telecasts from the Five Flags Arena via
the I-Net. In addition to installing the necessary fiber transmitters, this funding will also
provide cabling to get TV signals back to those transmitters from two locations in the
arena. Although requested by the City primarily for City Expo, this funding will enable
live telecasts from the arena on other local PEG channels.
The grant applications for these requests are attached.
RECOMMENDED ACTION
I respectfully request that the Commission's recommendation for these requests be forwarded
to the City Council to receive, file, and approve. Thank you.

presently installing and that were part of a previous grant. We always suppliment our robotic cameras wig
one floor camera for better mobility, however, we didn't originally intend for this camera to be used in th
way. We were going to use the Sony Model HVRZ7U we purchased along with the new robotic cameras
The HVRZ7U arrived before the Hitachi cameras did and it gave us an opportunity to field test the unit fi
daily work. It's lighter and the XD-CAM and it would be preferable to use it for daily field work because
works so well with the Steadicam (XDCAM is too heavy for the Steadicam rig). However, in order to usE
the XD-CAM as a studio camera, we must purchase this converter.
Describe how the community will benefit from your request:: This is part and parcel of a total upgrade to
our meeting room video to high definition cameras. The quality improvement will make meetings, long-
distance learning, and taskforce meeting videos so much more watchable. Plus, the supremely high qualil
of the XD Cam will match the Hitachi cameras so much better providing us with more creative
opportunities within the studio setting. We have aired so much more of the goings on of the school distric
on Mediacom, and according to feedback, the community is grateful. Perhaps evidence of this was the
recent significant majority voter approval of our Property Tax Ammendment held this past February 3rd.
The point of all this quest for improving our cablecast and webcast capabilities is it represents
transparency in our management and financial management. It also put a broader public in direct access
with elected officials and our school district administrators.

the boards have to match the Fujinon lens electronics. The boards had to be retrofitted by Eagle, the
manufacturer of the Robotic motors and control unit.
