Pre-Disaster Mitigation PlanT®: The Honorable Mayor and City Council Members F®NI: Michael C. Van Milligen, City Manager Sl1BJECT: Pre-Disaster Mitigation Plan ®ATE: March 4, 2009 Assistant City Manager Cindy Steinhauser requests that the City Council appoint up to two City Council representatives to serve on the Pre-Disaster Mitigation Plan (PDMP) committee. The PDMP is a requirement for local governments to have in place prior to requesting federal funds (such as the Federal Emergency Management Agency - FEMA) for local disasters. This plan must be updated every five years. The City of Dubuque previously prepared a plan in 2001 and submitted a revised plan in 2004. Anew plan must be submitted in May 2009 to the State of Iowa Homeland Security and Emergency Management Division and then onto the Federal Emergency Management Agency for review and comment. This plan must be updated every five years. The city of Dubuque previously prepared a plan in 2001 and submitted a revised plan in 2004. This process will be coordinated by Fire Chief Dan Brown. Previously the PDMP committee consisted of representatives from various city departments including: City Manager's office, Public Information, Fire, Police, Planning, Engineering, Public Works, Airport, Emergency Management and also included two representatives from the City Council. In reviewing this information with Emergency Management Coordinator Tom Berger, he also suggested adding a representative from the Water department and GIS Coordinator Nikki Breitsprecker. Action The requested action is for City Council to appoint up to two representatives to serve on the PDMP committee. Cc: Dan Brown, Fire Chief
