Minutes Cable TV Teleprogramming Commission 2 3 09MINUTES OF CABLE COMMUNITY TELEPROGRAMMING COMMISSION MEETING February 3, 2009 CITY HALL ANNEX - 2nd FLOOR CONFERENCE ROOM #2 MEMBERS PRESENT: AI Vincent, Jennifer Tigges, Sr. Carol Hoverman, George Herrig, Pauline Maloney. Burton Everist arrived at 4:10 p.m. MEMBERS ABSENT: One seat is vacant on the Commission OTHERS PRESENT: Jim Barefoot, Mediacom Greg Lehman, Dubuque Community Schools Craig Nowack, City of Dubuque Ms. Maloney called the meeting to order at 4:03 p.m. Acceptance of the Agenda Upon a motion by Mr. Vincent, seconded by Ms. Tigges, the agenda was accepted as published by a vote of 5-0. Approval of the Minutes of the January 6 and January 20, 2009, Meetings Upon a motion by Sr. Hoverman, seconded by Mr. Vincent, the Minutes of the January 6 and January 20, 2009, Meetings were approved 5-0. Public Comment There was no public comment. Access Equipment & Expenditures Request for funding from Jefferson Middle School/Dubuque Community Schools. Mr. Lehman thanked the Commission for its support and presented a request for $438.98 for Pinnacle editing software, a portable green screen, and an external hard drive. Mr. Herrig moved to approve up to $475 for the items requested. The motion was seconded by Sr. Hoverman and approved 6-0. Mediacom Cable Report Mr. Barefoot stated that his two biggest priorities currently are getting someone hired and getting his server working properly. He has done six interviews, and four of the six candidates have afour-year degree. He hopes ECS will come within the next week to wire the server to the routing switcher and get the graphic system up and running so that the on-air operation runs smoothly again. The studio has been utilized lately by a number of users. He has been receiving quite a lot of programming from Becky Specht at Wahlert High School. Ms. Maloney mentioned a program on domestic abuse she worked on recently at the public access studio. The woman she worked with was very impressed at getting an hour's worth of program time in which to discuss this topic. This woman was astonished that this was available in our community. Mr. Everist suggested the Commission needs to do more to promote the access facilities as a means of communication. Finally, Mr. Barefoot mentioned that he ran into Alan Garfield, chair of University of Dubuque computer graphics, who indicated he was ready to provide some access programming. Cable TV Report Mr. Nowack announced that the Cable TV budget presentation will be given on Tuesday, February 17 He will be the last presenter of the evening. He noted that this is the current date of the digital television transition, although he expects that date to change very soon, perhaps even tomorrow. Mr. Nowack provided a digital tier proposal update, noting he met with Mediacom representatives on January 22 for further discussion. Now the City and Mediacom are trying to reconcile the notes each side took during the meeting. Mr. Nowack informed the Commission that as time permits he will be sending out letters to grant recipients asking for verification that they have been submitting PEG programming in accordance with their grant agreements. Mr. Nowack noted that City Expo has been moved back a week and will now be on April 14 from 5-8 p.m. He plans on televising live again and would welcome any suggestions on doing something different in the telecast.
