VanMilligen Gus Psihoyos, City Engineer FROM: Robert Schiesl, Assistant City Engineer SUBJECT: Southwest Arterial Overpass Bridge Over US Highway 20 lowa Department of Transportation - Local Road Detour Agreement lowa DOT Project No. NHSX-032-1(42)--3H-31 DATE: December 13, 2017 INTRODUCTION The enclosed resolution authorizes the Mayor to execute an agreement with the lowa Department of Transportation (lowa DOT) for the use of local roads as an authorized detour route for the Southwest Arterial Overpass Interchange Bridge Over US Highway 20 Project. BACKGROUND The Southwest Arterial Overpass Interchange Bridge Over US Highway 20 bids on December 19, 2017 in Ames. Work on the overpass bridge is anticipated to begin in March /April 2018 and is required to be completed by June 28, 2019. During times of the overpass bridge construction, when the contractor installs the overhead bridge beams and the architectural truss members, the eastbound lanes of US Highway 20 will need to be closed. During the short duration highway closure, eastbound US 20 traffic will be detoured onto North Cascade Road. Westbound US 20 traffic will be detoured onto the westbound interchange ramp. The project will require the contractor to work nights (10 PM to 5 AM) to complete the placement of the overhead bridge beams and the architectural truss members. The nighttime closure of the eastbound lanes of US 20 and the detour onto North Cascade Road will only be allowed during non-peak (10 PM to 5 AM) hours, Sunday night through Friday morning. All other bridge construction operations will occur during normal working hours and US Highway 20 traffic will remain open to 4-lane traffic at all times. RECOMMENDATION I recommend that the City Council authorize the Mayor to execute an agreement with the lowa Department of Transportation for the use of local roads as an authorized detour route for the Southwest Arterial Overpass Interchange Bridge Over US Highway 20 Project. ACTION TO BE TAKEN The City Council is requested to authorize the Mayor to execute an agreement with the lowa Department of Transportation for the use of local roads as an authorized detour route for the Southwest Arterial Overpass Interchange Bridge Over US Highway 20 Project through the adoption of the enclosed resolution. WHEREAS, the Department has determined the necessity to temporarily close primary highway US 20 (eastbound only) from the intersection of US 20 and Stone Valley Drive to the intersection of US 20 and Cedar Cross Road for the purpose of construction, reconstruction, maintenance, natural disasters, or other emergencies; and WHEREAS, it is necessary to provide a detour for the primary highway closure period; and WHEREAS, the LPA agrees to permit the use of its roads as a detour, more particularly described as follows: The detour starts at the Dubuque County Line, proceeds 0.15 miles on North Cascade Road, proceeds 1.48 miles on Cedar Cross Road, and ending at the intersection of US 20 and Cedar Cross Road ; and WHEREAS, Authorized representatives of both the Department and the LPA shall jointly execute and sign a written report concerning the condition of the proposed detour, after jointly inspecting said road, the subject of the proposed detour; said report to be in sufficient detail as to reasonably reflect the condition of the roadway base, surface, shoulders and bridges; and WHEREAS, the Department will review, and inspect when necessary, the bridges on the detour route and determine the maximum vehicle weight (up to 156,000 pounds) that can be safely carried on these bridges and submit this information to the LPA for its review. The LPA may choose to restrict detour traffic to only vehicles of legal weight or size. If the LPA allows oversize or overweight loads, it shall notify the Department in writing. The Department shall approve the routing of overweight vehicles on the detour route, up to the limits specified by the LPA; and WHEREAS, the Department agrees to perform the following pre -detour maintenance, if any: A pre -detour review was performed on November 7 and no maintenance issues were noted ; and WHEREAS, the Department agrees to maintain the detour and provide all traffic control devices required by the Manual of Uniform Traffic Control Devices (MUTCD), as adopted by the Department pursuant to 761 IAC 130, including the marking of no -passing zones during the period the local agency road(s) and structure(s) are being utilized as a primary road detour; and WHEREAS, Prior to revocation of the detour, the Department shall restore the local agency road to as nearly as possible as good condition as it was prior to its designation as a temporary primary road, or adequately compensate the local agency for excessive traffic upon the local agency road during the period it was used as a temporary primary road, in accordance with Section 313.28 or Section 313.29 of the Iowa Code and Iowa DOT Policy 600.05; and WHEREAS, The detour period is estimated to begin April 1, 2018 WHEREAS, the parties agree to the following additional provisions, if any: and end May 1, 2019 (date) (date) None ; and NOW, THEREFORE, BE IT AGREED that the described road be used as a detour under stipulatio s outlined above.
