City Engineer Gus Psihoyos is recommending acceptance of the public improvement for
the Grandview Avenue & Loras Boulevard Intersection Improvement Project, as
completed by Portzen Construction, in the final contract amount of$322,047.32, which
is a 1 .9°k decrease from the original contract amount of$328,276.28.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: Grandview Avenue & Loras Boulevard Intersection Improvement Project
INTRODUCTION
The enclosed resolution provides for the acceptance of the public improvement for the
Grandview Avenue & Loras Boulevard Intersection Improvement Project.
BACKGROUND
The public improvements for this project included reconstructing the traffic signal at
Loras Boulevard and N. Grandview Avenue. The approach legs of the intersection now
have dedicated left turn movements along with ADA Pedestrian ramps and countdown
pedestrian signals. This project complements the future Grandview Avenue-University
Avenue Roundabout and the current Delhi-Grandview Roundabout. The traffic signal
utilizes advanced detection capability to help maintain traffic progression on the north-
south traffic movements. The traffic signals are connected by fiber optics which will go
into the Traffic Operations Center at City Hall for remote monitoring and adjustments.
These proposed improvements were recommended by the East/West Corridor Study
that was formally adopted by the City Council at the February 20, 2012 City Council
meeting. A supplemental Traffic Safety grant has been approved by the lowa DOT in
the amount of$259,357.04.
DISCUSSION
The Grandview Avenue & Loras Boulevard Intersection Improvement Project was
constructed by Portzen Construction of Dubuque, IA in the final contract amount of
$322,047.32 which is a 1.9% decrease from the original contract amount of
$328,276.28.

RECOMMENDATION
I recommend that the City Council accept the improvements and authorize payment of
the contract amount of $322,047.32 to Portzen Construction for the Grandview Avenue
& Loras Boulevard Intersection Improvement Project.

RESOLUTION NO. 390-17
ACCEPTING THE GRANDVIEW AVENUE & LORAS BOULEVARD INTERSECTION
IMPROVEMENT PROJECT AND AUTHORIZING THE PAYMENT OF THE
CONTRACT AMOUNT TO THE CONTRACTOR
Whereas, the Public Improvement Contract for the Grandview Avenue & Loras
Boulevard Intersection Improvement Project (the Project) has been completed and the
City Engineer has examined the work and filed a certificate stating that the Project has
been completed according to the terms of the Public Improvement Contract and that the
City Engineer recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the
Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Grandview Avenue & Loras Boulevard Intersection Improvement Project capital
improvement appropriation for the contract amount of $322,047.632 less any retained
percentage provided for therein as provided in Iowa Code chapter 573, and to pay such
retainage only in accordance with the provisions of Iowa Code chapter 573.
