City Engineer Gus Psihoyos is recommending acceptance of the construction contract
for the 2017 Asphalt Overlay Access Ramp Project Three, as completed by Midwest
Concrete, in the final contract amount of$89,047.25, which was 11 .57°k over the
contract amount of$79,815.49. The overage was for extra sidewalk and curb costs
associated with the new traffic signal installations at Windsor Avenue and E 22"d Street
and for two additional ramps installed at Queen Street and 22"d Street. Sufficient funds
have been identified.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions provide for the acceptance of the construction contract for the
2017 Asphalt Overlay Access Ramp Project Three.
BACKGROUND
The project replaced twenty-four non-compliant access ramps with thirty-four compliant,
directional ramps as per Public Right of Way Accessibilities Guidelines (PROWAG)
specifications in conjunction with the Public Works Asphalt Overlay Program and
involved the intersections of:
• Windsor Avenue and Garfield Avenue, two ramps
• Windsor Avenue and Rhomberg Avenue, two double ramps and two single
ramps
• Windsor Avenue and Lincoln Avenue, two double Ramps and two single ramps
• Windsor Avenue and Providence Street four single ramps
• Windsor Avenue and E 22nd Street, four double ramps
• Windsor Avenue and Regent Street, two single ramps
• Windsor Avenue and E 24th Street, two single ramps
• E 22�d Street and Queen Street, two single ramps
DISCUSSION
The 2017 Asphalt Overlay Access Ramp Project Three was completed by Midwest
Concrete of Peosta, lowa in the final contract amount of$89,047.25, 11.57% over the
contract amaunt of$79,815.15. The overagP was for extra sidewalk and curb costs
�associated with the new traffic signal installations at Windsor Avenue and E 22�d Street.
Also, two additional ramps were installed at Queen Street and 22nd Street. The average
cost per ramp was $2,663.97.

The project cost summary for the 2017 Asphalt Overlay Access Ramp Project Three is

RESOLUTION NO. 392-17
ACCEPTING THE 2017 ASPHALT OVERLAY ACCESS RAMPS PROJECT THREE
AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE
CONTRACTOR
Whereas, the Public Improvement Contract for the 2017 Asphalt Overlay Access
Ramps Project Three (the Project) has been completed and the City Engineer has
examined the work and filed a certificate stating that the Project has been completed
according to the terms of the Public Improvement Contract and that the City Engineer
recommends that the Project be accepted; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved and the Project
is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor from
the Curb Ramp Program appropriations and the signal intersection reconstruct
appropriations for the contract amount of $89,047.25, Tess any retained percentage
provided for therein as provided in Iowa Code chapter 573, and to pay such retainage
only in accordance with the provisions of Iowa Code chapter 573.
