Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendation for funding from the Public, Educational, and Government
(PEG) Capital Grant for Access Equipment and Facilities in the amount of$20,000 for
Loras College to purchase newsroom integration software to help organize and present
their newscasts and other live programming they produce.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

RE: PEG Fund Request
INTRODUCTION
The purpose of this memorandum is to fonvard a recommendation from the Cable TV
Commission for a request for funding from the Capital Grant for Access Equipment and
Facilities.
BACKGROUND
At its meeting on December 6, 2017, the Cable TV Commission approved a request from Loras
College for$20,000 to purchase newsroom integration software to help organize and present
their newscasts and other live programming they produce.
The Capital Grant for Access Equipment and Facilities currently has a balance to be awarded of
$615,665.
RECOMMENDED ACTION
I respecffully request that the Commission's recommendation for these requests be fonvarded
to the City Council to receive, file, and approve. Thank you.

Provide a general description of what you are requesting and why:: Ross Inception News is an intuitive newsroom
system that would provide an integrated platform for managing our student generated cable programming, including
newscasts, sportscasts, entertainment programming, etc. as well as our LIVE sports broadcasts. It is specifically
designed for multi-user workflow and packaged with components for writing, organization, teleprompting, and editing
of scripts all with real-time communication—and, all of which are vital in improving the pre-production and production
of successful program producing. It allows student 24 x 7 access from anywhere to improve both studio and field
production organization.
Describe how the community will benefit from your request:: Our programming (newscasts, sports broadcasts, talk
shows, documentaries, short films, etc.) is designed to educate, entertain and inspire viewers in the greater Dubuque
area. We focus on the community news and events from the tri-state area, raising awareness about important issues—
and the best way to do that is through story telling. Improving the pre-production process through better organization,
work flow and writing will significantly improve the story-telling process and on-camera performance, thus improving
the overall quality of the productions we produce for the community.

CAPITAL GRANT FOR ACCESS EQUIPMENT AND FACILITIES
AWARD AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
LORAS COLLEGE
This Capital Grant for Access EquipO);mt and F~9j!i~es ))ward Agreement
(Agreement), dated for reference purposes theh_'lf'_1 day of ,t(J!'d(~ , 2017, is
made and entered into by and between the City of Dubuque, Iowa (City) and Loras
College (Loras).
Whereas, Section 6(b) of the Cable Franchise Agreement between City and
MCC Iowa, LLC, dated June 5, 2005, provides for a Capital Grant for Access Equipment
and Facilities fc:ir capital support for PEG and I-Net use; and,
Whereas, Loras has submitted a grant application; and,
Whereas, City has approved the grant application, on the terms and conditions
set forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND LORAS AS
FOLLOWS:
1. City hereby awards a grant (the Grant) to Loras in the amount of twenty
thousand dollars ($20,000.00).
2. The Grant must be used solely for the purpose(s) described in Loras'
application for funding, a copy of which is attached hereto and incorporated
herein.
3. All equipment and facilities purchased with the Grant shall remain the
property of City. Loras shall name City as a Loss Payee under Loras' property
insurance policy covering the equipment and facilities.
4. Any unused portion of the Grant shall be credited to City's Capital Grant
fund.
5. All equipment and facilities purchased with the Grant shall be used solely
for nonwcommercial purposes.
6. All programming produced by Loras shall air on the shared educational
access channel.
7. Failure by Loras to abide by the terms and conditions of this Agreement
may result in forfeiture of the equipment and facilities purchased with the Grant.
City shall provide written notice to Loras of any such failure and Loras shall have
thirty (30) days in which to correct such failure. In the event Loras fails to cure
such failure within such thirty (30) day period, Loras shall within ten (10) days
thereafter return all equipment and facilities purchased with the Grant and the
balance of any Grant funds remaining to City.
