FROM: Michael C. Van Milligen, City Manager
SUBJECT: Contract Amendment with Travel Dubuque / Convention and Visitors
Bureau for Sister City Activities
DATE: December 11 , 2017
City Clerk Kevin Firnstahl and City Attorney Crenna Brumwell recommend City Council
approval of an amendment to the Contracted Services Agreement with Travel
Dubuque / Convention and Visitors Bureau related to transitioning Sister City activities
to Travel Dubuque.
The Sister City budget is under the City Council budget activity and is set at $5,000 plus
the $765 annual Sister Cities International membership dues. It is recommended that
the City would continue payment of the annual Sister Cities International membership
and retain $1 ,000 to cover costs that might be incurred by the City for Sister City
business involving City officials. Under the Contract, the remaining $4,000 would be
paid to Travel Dubuque to support Sister City activities.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Contract Amendment with Travel Dubuque / Convention and Visitors
Bureau for Sister City Activities
Purpose
The purpose of this memo is to seek City Council approval of the attached amendment
to the Contracted Services Agreement with Travel Dubuque / Convention and Visitors
Bureau related to transitioning Sister City activities to the agency.
Background
Over the past year, the Sister City Commission has discussed transitioning its activities
to a not-for-profit status to better execute and broaden its activities. In its current form
as a City of Dubuque commission, its actions are often restricted by governmental code
requirements pertaining to such things as finances, travel and membership residency.
The Commission reviewed information gathered from other national Sister City
organizations as well as information provided by Sister Cities International and
discovered that the majority of Sister City organizations are created as a not-for-profit.
The Sister City Relationships Advisory Commission and I engaged former Assistant City
Manager Cindy Steinhauser to assist in exploring and identifying the best local not-for-
profit agency that would benefit from and promote the Sister City program either as its
own 501(c)(3) or by adding them into an existing partnership. The Dubuque
Conventional Visitors Bureau, now Travel Dubuque, was identified as the best
opportunity.
Discussion
Travel Dubuque/CVB President Keith Rahe was approached about the opportunity and
several meetings were held. Mr. Rahe approached the Travel Dubuque Executive
Board and the request was approved. Mr. Rahe and Travel Dubuque Staff Member
Sara Hanten attended the September 9, 2017 Sister City Commission meeting at which
ideas for the transition were brainstormed. From that meeting, it was determined that an
amendment to the existing Contracted Services Agreement with Travel Dubuque would
be the most efficient and expedient method of transition.
Additionally, retention of an official City presence through one (1) City Council
representative and a staff liaison (i.e. the City Clerk) as members of the new committee
was included in the amendment
Sunsetting the Existing Commission
Should the City Council approve the amendment, the City Attorneys Office has
prepared an amendment to the City of Dubuque Code of Ordinances officially
sunsetting the Sister City Relationships Advisory Commission. The ordinance is
expected to follow on the December 18, 2017 City Council agenda.
Budget Impact
One matter of discussion was retention of the current budget allocation for Sister City
activities. The Sister City budget is under the City Council budget activity and is set at
$5,000 plus the $765 annual Sister Cities International (SCI) membership dues. Based
off the researched models, it is recommended that the City would continue payment of
the annual SCI membership and retain $1 ,000 to cover costs that might be incurred by
the City for Sister City business involving City officials. Under the Contract, the
remaining $4,000 would be paid to Travel Dubuque to support Sister City activities.
Recommendation
The Travel Dubuque/CVB Executive Committee approved the amendment at their
December 2017 meeting. City Attorney Crenna Brumwell and I are, therefore,
requesting City Council approval of the attached amendment to the Travel
Dubuque/CVB Fiscal Year 2018 Contracted Services Agreement in conjunction with the
subsequent ordinance amendment sunsetting the existing commission.
Thank you.

The City of Dubuque's team of Intercultural Facilitators offers three learning and
development workshops for City employees and partner organizations:
• A 5 hour introductory workshop that is designed for individual development and
that focuses on raising awareness and beginning to foster improved
understanding about cultural differences.
• A 10.5 hour foundations workshop that is designed for individual development
and focuses on raising awareness, fostering improved understanding, and
providing tools that can be used to build individual skill at navigating differences.
• A 32 hour application workshop that is designed for teams who are interested in
developing a plan for advancing equity and inclusion goals within their team or
organization.
All three workshops are grounded in an intercultural approach that is evidence informed
and developmental. It is important to understand what our training is and is not:
• First, the intercultural approach acknowledges race and racial issues but does
not limit its focus to these issues. Rather, the focus is on culture as a broad
concept that encompasses all people, and on the various aspects of cultural and
social identities that may make a difference when we are interacting with one
anothec
• Second, the goal is not to change beliefs or belief systems. The goal is to build
skills so that people are effective interacting across cultural differences.
• Third, the focus is on a broad set of skills that can be applied across cultures to
improve communication and understanding. The training does not focus on
culture specific details and information.
• Fourth, although training employees can be a very productive tool; depending
solely on training to foster acceptance and the skills needed to make sustainable
change is severely limited. There must be sustainable efforts to support staff in
applying newly acquired skills. We don't expect to be competent in a sport after a
few practice sessions, similarly we cannot expect to be competent working with
cultures other than our own after a few workshops.
• Finally, there is a recognition that any skills learned must be applied in context,
and that training is only one piece of a larger approach that includes assigning
resources and developing a long-term strategy to identify barriers affecting
certain groups and to create an inclusive and equitable work environment.

that focuses on raising awareness and 6eginning to fos[er improved
understanding about culWral diHerences.
• A 10.5 hour foundalions workshop that is tlesigned for individual developmenl
and focuses on raising awareness, fostering improved understanding, and
providing tools thal can be used to build individuat skill at navigating diHerences.
• A 32 hour application workshop that is designed for teams who are interested in
developing a plan for advancing equiry and indusion goals within their team or
organization.
All three workshops are grounded in an in[erculNrai approach that is evidence informed
and developmental. Il is imporiant to undersfand what our training is and is not.
• First, ihe intercultural approach acknowledges race and recial issues but does
no limil ils focus to these issues. Rather, the focus is on cWNre as a broad
concep[that encompasses all people, and on the various aspects of culNral and
social identities thamay make a diflerence when we are interacting with one
another
• Second, the goal is not[o change beliefs or belief systems. The goal is lo build
skills so that people are effective interaciing across culturel differences.
. Third. the focus is on a broad set of skills that can be applied across cultures to
improve communication and unders[anding. The Vaining does no[focus on
culNre specific details and infortnation.
• Fourth, aHhough training employees can 6e a very productive [ool, depending
solely on training to foster acceptance and the skills needed to make sustainable
change is severely limitetl. There must 6e sustaina6le eRorts to support staff in
applyinq newly acquired skills We tlon't expect to be competent in a sport after a
few prectice sessions, similarly we cannot expect to be competent working with
cultures other than our own aker a few workshops.
• Finally, there is a recognition thal any skills leamed must be applied in contexC
and ihat training is only one piece of a larger approach that includes assigning
resources and developing a long-term strategy to identify barners aHecting
certain groups and to create an indusive antl equitable work environment.
