This is a claim in which claimant states that while his vehicle was being searched by
City of Dubuque Police Officers, his car stereo speaker wires were damaged.
According to the report of Klm Wadding, Chief of Police, officers conducted a traffic stop at
15th and Bluff Streets to a 1992 Pontiac Grand AM driven by claimant.
In correspondence with Officer Ramirez and Officer Roy, neither officer recalls damage to
any speaker wire. It is therefore the recommendation of Chief Wadding to deny this claim.
The Legal Department concurs with this recommendation.

Claim against the City of Dubuque by Martin Meisenburg
INTRODUCTION
Regarding the claim for damages, I have attached the incident report and two email
responses from Officer Pablo Ramirez and Officer Ray Roy, the officers conducting the
traffic stop and subsequent search of the vehicle in question.
BACKGROUND~
On October 15, 2002 6:62 p.m. Officer Pablo Ramirez conducted a traffic stop at 15th
Street and Bluff. The vehicle was a 1992 Pontiac Grand AM, license 223LXF. The
driver was identified as Martin Meisenburg. During the stop, Martin Meisenburg made
statements to Officer Ramirez there was marijuana in the center console of the vehicle.
As a result, the Dubuque Police Canine Unit was dispatched to assist with the seamh of
the vehicle. Upon arrival of the Canine Unit, a search was made of the vehicle
discovering 5.7 grams of marijuana in the center console. Both officers report no
contact with any speaker wires or any resulting damage.
RECOMMENDATION
In correspondence with Officer Ramirez and Officer Roy (Canine Unit) neither officer
recalls damage to any speaker wire. Based upon the officers' account and having no
further information as to how or where in the vehicle the wire damage occurred, I would
recommend denial of the claim.
