Dear Ms. Carstens:
I would like to take this opportunity to congratulate you and the City of Dubuque on being
selected as the 2002 recipient of the Iowa Chapter of the American Planning Association
Current Topic Award- Implementing Smart Growth.
The Master Plan for the Port of Dubuque establishes a long-term framework for the
redevelopment of the City's central riverfront located on 120 acres of post-industrial
waterfront property located along the Mississippi River adjacent to downtown Dubuque,
Iowa's oldest city. The Master Plan advocates mixed use development to extend the activity
cycle beyond working hours. The Master Plan suggests that successful redevelopment of the
Port of Dubuque will include introduction of a mix of compact and complementary uses,
such as shopping, corporate offices, housing, restaurants, lodging, culture and
entertainment. The planning effort is a culmination of planning efforts to craft a
comprehensive, long-term, and economically viable vision and redevelopment concept of the
Port of Dubuque.
An award presentation will be made at the Upper Midwest Planning Conference in Des
Moines. The Chapter would like the City of Dubuque to share a 10 minute presentation at
the awards luncheon, which will begin at 12:00 pm on Friday, November 8, 2002 I will be
contacting you in the coming days to ensure that this is possible, answer any questions, and
fulfill any needs that you may have.
Congratulations,
A.J. Mumm
