Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above-cited request. The
application, staff report and related materials are attached for your review.
Discussion
The applicant spoke in favor of the request, noting that the submitted plat facilitates construction
of an electrical substation to serve the improvements that are under construction by Quebecor
Printing.
Staff reviewed the submitted plat, noting that access to Lot 3 will be provided by an access
easement that utilizes an existing access ddve to Kerper Boulevard.
There were no public comments.
The Zoning Advisory Commission discussed the request, noting that waiving the lot frontage
requirement for Lot 3 and approving the submitted plat will not adversely impact adjacent
property.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council approve
the request.
A simple majodty vote is needed for the City Council to approve the request.

INTRODUCTION
The submitted plat for McGraw-Hill, Key City Plating is a re-platting of four existing lots
into three lots. The submitted plat is considered a minor final plat as three new lots are
being created. The Zoning Advisory Commission and City Council are required to
review minor final plats.
DISCUSSION
The submitted final plat facilitates the construction of a new Alliant Energy substation to
be located on Lot 3. The lot does not have frontage on a public street; however, there is
a 20-foot access easement provided to Kerper Boulevard and would utilize an existing
curb cut. Planning staff believes that waiving of the lot frontage requirement for Lot 3 is
appropriate in this situation as the proposed substation will have adequate access to
Kerper Boulevard and because of the Iow number of vehicle trips to and from the parcel.
RECOMMENDATION
Planning staff recommends that the submitted final plat of McGraw Hill, Key City Plating
replat be approved subject to waiving the lot frontage requirement for Lot 3.

RESOLUTION NO. 602-02
RESOLUTION APPROVING THE FINAL PLAT OF MCGRAW-HILL, KEY CITY
PLATING REPLAT.
Whereas, there has been filed with the City Clerk a Final Plat of McGraw-Hill,
Key City Plating replat in the City of Dubuque, Iowa and
Whereas, said final plat provides Lot 3 with 0 feet of lot frontage, where 50 feet
is required by Section 42-19(b) of the Subdivision Regulations; and
Whereas, said final plat has been examined by the Zoning Advisory Commission
and had its approval endorsed thereon; and
Whereas, said final plat has been examined by the City Council and they find
that it conforms to the statues and ordinances relating thereto.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That Section 42-19(b) of the Subdivision Regulations is waived to
allow Lot 3 with 0 feet of lot frontage, where 50 feet is required.
Section 2. That the Final Plat of McGraw-Hill, Key City Plating replat is hereby
approved, and the Mayor and City Clerk are hereby authorized and directed to endorse
the approval of the City of Dubuque, Iowa upon said final plat.
