ENVIRONI%IEN~TAL STEW- ARDSHIP ADVISORY CO~E%E[SSION See. 18.5-21, Created; Composition: There is hereby created an Envlronn',entai Stewardship Advisory Commission, which shall consis~ of seven (7) members, who shah all be residents of the City, and shall include a mem- ber representing those who will inherit the environment (a parson between the ages of 16 and 20 at time of appointment), and six (6)' members who shall include representation from diverse segmen~ of the City's population. Application And Appolat- merit Process: The appointment process to the Comraiss{on by the City Council shall include at least the following: (1) Am application form requesting basic informatloa on the education, trainiog, experience, expectations and other quali- fications of the applicant; (2) Notice to and an opportunity for the general public to comment in writing on the qualifications of each applicant; and (3) A formal interview by the City Council to determine the applicant's qualificatioas and ability to effectively serve on the Corn-mission. (Ord. 64-93, § 1, 12-6-1993) Sec. 18.5-23. Term; Term Limits; Filling Of Vacancies; Compensa- tion: The term of office for a member of the Com- mission, other than the youth representative, shall be three (3) years, or until a successor is duly appointed. However, two (2) of the initial terms shall be for a term of one year; two (2) of the initial terms shall be for two (2) years; and two (2) of the initial terms shall be for three (3) years. The youth representative shall be for a term of one year, expiring on June 1 of the following year; the initial term shall expire June 1, 1994. A Commission member may be removed at anytime with or without cause by a vote of two- thirds (:/4) of all members of the City Council. A vacancy on the Commission caused by res- ignation or otherwise shall be filled by appoint- ment by the City Council for the remainder of the unexpired term. Members of the Commission shall serve w/th- out compensation except for actual expenses, which shall be subject to approval by the City Council. See. 20.4 Plumbing Code Board. (a) Board established. In order to determine the suitability of alternative materials and methods of installation; to provide for rea- sonable interpretations of the plumbing cods~ to serve as an appeal body for the decisions of the building official; to advise the city council on all plumbing regulations and procedures; and to provide for examining applicants for master plumbers and journeyman plumbers licenses and issuing master plumber and journeyman plumbers licenses; there is hereby created the plumbing code board. (b) Membership. The plumbing code board shall consist of five (5) members appointed by the city council. One member shall hold a license as a journeyman plumber of at least five (5) years experience; two (2) members shall be master plumbers who have engaged in the plumbing business as master plumbers for at least five (5) years in this city; the fourth member shall be one who holds a bachelor of science degree in the area of physical sciences; and the £~fth member shall represent the public at large. (c) Term of office. The term of office of all board members shall be three (3) years. (3) (4) (5) (6) (d) Rules and regulations. The board shall make such rules and prescribe such procedures as may be reasonably necessary for its operation, except that such rules shall include the following: (1) Board chairperson. The chairperson of the board shall be a member of the board elected annually by a majority of the boar& (7) (8) (2) Secretary of the board. The building official, or the building official's (9) § 37-2 designee, shall be secretary of the board, The secretary shall arrange for meetings and prepar,e and keep such minutes and records and perform such other clerical work as the board may direct. Quorum. Three (3) members shall con- stitute a quornm. The concurring vote of three (3) members of the board shall be Service unl~il appointment of successor. Upon completion of the term of office, members of the plumbing code board shall continue to serve in their full capacity until their successor has been duly appointed. Meetings. The plumbing code board shall meet at least once every three (3) months upon call o]~ the chairperson, secretary or city manager. Members of the plumbing code board shall attend at least two- thirds (2/3) of all scheduled meetings within a twelve-month period. If any member does not attend such prescribed number of meetings, it shall constitute grounds for the board to recommend to the city council that said member be replaced. Attendance. The attendance of all mem- bers shall be entered on the minutes by the secretm3r. Conformity with open meetings law. All meetings s]hall be held in conformance with provisions of the Iowa Open Meetings Law. Minutes. The plumbing code board shall file with the city council a copy of the minutes of each meeting of the board within ten (10) working days after such meeting. Administrative policies.
