Van Milligen, City Manager SUBJECT:Recommendation for City Council Priority - Arts Policy and Funding The City Council has established Arts Policy and Funding as a 2002-2007 City Council Priority. A meeting was convened of the City staff members involved in this priority, and it is recommended that an Arts Policy and Funding Task Force be formed which involves all the City staff currently assigned, plus one member each from the Dubuque Cultural Alliance, Dubuque Main Street, Ltd., Dubuque Area Chamber of Commerce and ArTS Dubuque, with those organizations selecting their representative. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Van Milligen, City Manager FROM:Laura Carstens, Planning Services Manager SUBJECT: Recommendation for City Council Priority - Arts Policy and Funding INTRODUCTION The City Council has established Arts Policy and Funding as a 2002-2007 City Council Priority. As you requested, I convened a meeting of the City staff assigned to this priority: Susan Henricks, Carnegie-Stout Public Library; Gil Spence, Leisure Services Department; Cindy Steinhauser and Jerelyn O'Connor, City Manager's Office; and myself. This memo provides the staffs recommendation for proceeding with this priority. DISCUSSION We reviewed the City Council's suggested action steps for this priority, which are: a. Create a task force. b. Identify providers: programs and needs. c. Evaluate approaches by other cities. d. Develop policy and process. e. Determine policy, funding, and performance guidelines. We determined that the appropriate City staff are assigned to this priority, and could be assigned to the task force. We identified four community partners that we think should be represented on this task force. Dubuque Cultural Alliance (represents 17 cultural and arts organizations) Dubuque Main Street, Ltd. Dubuque Area Chamber of Commerce ArTS Dubuque City Council Pdority - Arts Policy and Funding November 14, 2002 Page 2 RECOMMENDATION We recommend formation of an Arts Policy and Funding Task Force comprised of the following members: Carnegie Stout Public Library - Susan Henricks Leisure Services Department - Gil Spence City Manager's Office - Cindy Steinhauser and Jerelyn O'Connor Planning Services Department - Laura Carstens Dubuque Cultural Alliance - 1 representative Dubuque Main Street, Ltd. - 1 representative Dubuque Area Chamber of Commerce - 1 representative ArTS Dubuque - 1 representative It is our intent to invite the four community partners to select a representative if the City Council concurs with our recommendation. ACTION STEP The requested action step is for the City Council to approve the staff recommendation for the City Council Priority for Arts Policy and Funding.
