CITY COUNCIL PROCEEDINGS

The Dubuque City Council met in special session at 6:30 p.m. on March 23, 2009 in
the Historic Federal Building.
Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick,
Voetberg, City Manager Van Milligen; City Attorney Lindahl
Mayor Buol read the call and stated this is a special session of the City Council to
consider setting a public hearing to consider a Physical Infrastructure Assistance
Program Forgivable Loan Contract with the Iowa Department of Economic
Development.
ITEM TO BE SET FOR PUBLIC HEARING
Motion by Connors to receive and file the documents, adopt the resolution, set the
public hearing as indicated, and direct the City Clerk to publish notice as prescribed by
law. Seconded by Braig. Motion carried 7-0.
Iowa Department of Economic Development: City Manager recommending that a
public hearing be set for April 6, 2009 to consider a Physical Infrastructure Assistance
Program (PIAP) Forgivable Loan Contract with Iowa Department of Economic
Development. Upon motion the documents were received and filed and Resolution No.
108-09 Intent to approve a forgivable loan contract with the Iowa Department of
Economic Development on behalf of Dubuque Initiatives was adopted setting a public
hearing for a meeting to commence at 6:30 p.m. on April 6, 2009 in the Historic Federal
Building.
RESOLUTION NO. 108-09
INTENT TO APPROVE A FORGIVABLE LOAN CONTRACT WITH THE IOWA
DEPARTMENT OF ECONOMIC DEVELOPMENT ON BEHALF OF DUBUQUE
INITIATIVES.
WHEREAS, the City of Dubuque, Iowa has received funding from the Iowa Department
of Economic Development through the Physical Infrastructure Assistance Program (PIAP)
on behalf of Dubuque Initiatives, and
WHEREAS, the City is required to execute a Forgivable Loan Contract with the Iowa
Department of Economic Development, and
WHEREAS, the City Council believes it is in the best interests of the City of Dubuque to
approve Forgivable Loan Contract, and
WHEREAS, the City is required to hold a public hearing prior to approving a forgivable
loan contract.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The City of Dubuque intends to consider a Forgivable Loan Contract
between the City and the Iowa Department of Economic Development.
Section 2. The City Clerk is hereby authorized and directed to cause this Resolution
and a notice to be published as prescribed by Iowa Code Section 364.7 of a public hearing
on a Forgivable Loan Contract between the City and the Iowa Department of Economic

Federal Building, Council Chambers, 350 W. 6 Street, Dubuque, Iowa.
