Minutes Human Rights 10 14 02 DUBUQUE HUMAN RIGHTS COMMISSION MINUTES OF October f 4, 2002 Judy Giesen called the meeting of the Dubuque Human Rights Commission to order at 4:16 p.m. on Monday, October 14, 2002, in Conference Room 2 at the City Hall Annex. Roll Call: Present: Raydora Drummer (5:00) Sr. CoHne Murray Marty O'Shea Chuck Ryan Absent: Kathy Stevens Staff: Kelly Larson Bill Blum Approval of Minutes: Evelyn Jackson Judy Giesen Bill Ross Lou Oswald Carol Spinoso The commission unanimously approved the September 9, 2002 meeting minutes. Caseload Report: Carol summarized the September Caseload Report. There were 42 intakes, 0 cases in backlog, 7 cases under active investigation, 2 cases in mediation/conciliation, 4 cases in administrative review, 1 case in ALJ review, 4 cases in the public headng process, 2 new cases filed, and 6 cases were closed. The case synopsis involves employment discrimination on the basis of age. Chairperson's Report: Commissioner Giesen reported that there are information packets available for distribution to individuals interested in serving as a human dghts commissioner. Director's Report: The Kenniker hearing is completed. When transcripts are received they will be forwarded to the headng panel so they can issue a decision. Kelly was in Kansas City for HUD training on September 13 and 14. .Kelly participated in the Undiscovered Resources Job Fair and Employer Conference on September 19. CICIL was here and did their disability awareness session, which was very well received. Committee members will be proofing the tab for Faces & Voices. She has spent a fair amount of time over past month on details for that and it' will likely continue to take a fair amount of time until it's complete. Kelly attended a special DDRC board meeting to try to get things moving. Three board members will speak at police lineups. They are also looking at having a speaker come in for training the first week in December. Kelly attended the Iowa Director's meeting on September 27 and was elected Secretary for that group. There was a great turnout at the Homebuyer Seminar on ,September 28. Thirty peol~le attended, one-third minorities. KCRG provided good coverage. Staff is currently working on the budget and annual report. Commissioners are welcome to write a commissioner reflection piece and have it added to the report. Please have them in by the end of October. Kelly and Bill traveled to Iowa City last week to interview interns. Kelly will be speaking to a human resources class at the University of Dubuque. Next Monday night Kelly will be speaking at Loras on hate cdmes in response to incident a few weeks ago in East Dubuque where Hispanic student was assaulted. The case that was recommended for public hearing last month has been set for May 6, 7, 8, 2003. Team Ithemba Jim Ott announced that as part of Faces & Voices, Team Ithemba will be performing at Senior High School on Sunday, November 10 at 7:00 p.m. Plan of Action for Goals Needs for Children/Parents with Autism - Corine, Chuck, Marty The committee provided reports on their meetings with vadous area groups/agencies. The committee will do some follow-up work, and will also talk with Pam Jochum, a county supervisor, and the Lt. Governor PFLAG - Bill Commissioner Ross reported on his discussions with the Dubuque Chapter of PFLAG. He has more investigating to do and there are more people that he will be contacting for input. Human Ri~:thts Banquet Commissioner Jackson reported that the committee is looking at holding the banquet, and presenting the Shining Moment Award in the spdng at Clarke College, with the theme being, "With Liberty and Justice for All." Faces & Voices Commissioner Giesen asked commissioners to take Faces & Voices posters to distribute. Commissioner O'Shea asked that the timeline for goal 3, #4 be moved to January, and that goals 6 and 7 be moved to February with evaluations and recommendations to follow in March. New Business The commission will convene next month's meeting on November 18~ at 4:15 p.m. Commissioner Oswald recommended that the commission set a time limit of 6:00 p.m. fo~ c~mmission meetings. Reports could be sent in writing to staff and forwarded to commissioners with the agenda. Adjournment Commissioner Drummer moved and Commissioner Ross seconded to adjoum the meeting. All in favor.
