No comments were re- ceived regarding the fol- lowing departmental budg- ets: Human Rights, Fi- nance, Legal, City Manag- er, City Council, City Clerk, Water Department, Water Pollution Control Plant, Public Works Department, Engineering Department, Civic Center Division, Con- ference Center, Park Divi- sion, Information Services Department, Cable TV Di- vision, Housing and Com- munity Development De- partment, Planning Serv- ices Department, Econom- ic Development Depart- ment, Parking Division, Health Services Depart- ment, Fire Department, Emergency Communica- tions, Emergency Manage- ment, Airport Department, Police Department, Build- ing Services Department, Capital Improvement Pro- gram. Public comments were heard regarding the follow- ing departmental budgets: Recreation Division: Ellen Goodman, 1306 Toma- hawk Drive, spoke in favor of the budget recommen- dation for St. Mark's Com- munity Center and thanked the City Council for their support. Transit: Wayne Stroh- meyer, 3403 Waller Street, stated that he would like to have the currently vacant full-time bus driver vacan- cy filled, increase one part- time driver position to full- time, and increase the hourly cap of hours per year for part-time drivers to 1,976 (38 hours a week average). He added that all full-time drivers should have the same pay. Mr. Strohmeyer also stated that he had spoken with Keyline Transit manage- ment and the Civil Service Commission about the staffing changes. Laurette Donahue, 473 Almond Street, asked for shorter but routes and stated that she felt 'the bus drivers shouldn't be in such a hur- ry as it can cause prob- lems for riders during bad weather and for persons in wheelchairs. Purchase of Services: Opening Doors Board President Art Roche, 5451 Meadow Court, Asbury, thanked the City Council for their support of the Maria House and Theresa Shelter. Washington Tool Library President Tom Oberhoeffer, 3508 Key- mont Drive, provided a summary of the Tool Li- brary and stated that it fol- lows the rules outlined by the U.S. Department of Housing and Urban Devel- opment. Library: Nancy Gourley, 1161 Edina Street, spoke in support of the various Library programs and its staff adding that it is criti- cal that the Library be well maintained. Library Board of Trustees President Diann Guns, 1715 Diane Court, expressed her ap- preciation for the City Council's past support and requested that the Library be made a Council priority for next year. Guns stated that she could not confi- dently say the Library could operate as it cur- rently does without addi- tional staff. Upon motion the rules were reinstated limiting, discussion to the City Council. City Council discussion included the issue of Pur- chase of Service funding being a one-time funding source that requires annu- al application; and that it is a Council decision to dis- continue funding for Pur- chase of Service agencies or to add funding for cer- tain agencies that support the City Council's priori- ties. Mayor Buol suggest- ed that a discussion of Purchase of Services be held as part of the City Council's annual goal set- ting session. Other discus- sion included making Li- brary operations a priority. City Council Members thanked the City Manager and staff for their work on the budget. Motion by Voetberg to re- ceive and file the docu- ments and adopt the Res- olutions. Seconded by Connors. Motion carried 7- 0. Resolution No. 89-089 Adopting Annual Budget for the Fiscal Year ending June 30, 2010; Resolution No. 90-09 Adopting Five Year Capital Improvement Program Budget for Fiscal Year 2010 - 2014; Resolution No. 92-09 Ap- proving an increase in building permit fees; Resolution No. 93-09 Adopting the Five Year Street Program Resolution No. 94-09 Ap- proving an advance of funds for repayment from the Greater Downtown Ur- ban Renewal Tax Incre- ment Fund, and directing the certification of an Ur- ban Renewal Project ad- vance under Iowa Code Section 403.19; and Resolution No. 95-09 Ap- proving an advance of funds for repayment from the Dubuque Industrial Center Urban Renewal Tax Increment Fund, and di- recting the certification of an Urban Renewal Project advance under Iowa Code Section 403.19 Motion by Voetberg to adopt Resolution 91-09 Adopting the Program Year 2009 (Fiscal Year 2010) Community Devel- opment Block Grant (CDBG) Annual Plan as Amended.
