Wadding Police Chief 1 MEMORANDUM Re: 2009 Justice Assistance Grant (JAG) Application INTRODUCTION The purpose of this memorandum is to request City Council consideration for the approval of the 2009 Justice Assistance Grant (JAG) application. The grant is for $360,320 and requires no cash match. Of the $360,320, $46,897 allocated to Dubuque County with $313,423 allocated to the City of Dubuque. The grant period is four years. BACKGROUND For the past years, the police department has participated with the Edward Byrne Memorial Justice Assistance Grant allowing the department to obtain overtime funds, equipment, and supplies for various prevention and enforcement activities. On February 17, 2009, President Barack Obama signed into law the landmark American Recovery Act providing the U.S. Department of Justice with funding for grants to assist state, local, and tribal law enforcement. JAG funds support components of the criminal justice system, from multijurisdictionaldrug and gang task forces to crime prevention and domestic violence programs, courts, corrections, treatment, and justice information sharing initiatives. The purpose of the Edward Byrne Memorial Justice Assistance Grant is to assist local units of government with grant funds for local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice for any one or more of the following purpose areas: • Law Enforcement Programs • Prosecution and Court Programs • Prevention and Education Programs • Corrections and Community Corrections Programs • Drug Treatment and Enforcement Programs • Planning, Evaluation, and Technology Improvement Programs • Crime Victim and Witness Programs (other than compensation) DISCUSSION In consideration of the purpose areas, the City of Dubuque 2009 Justice Assistance Grant application requests funds for the following law enforcement and intervention and prevention projects: City of Dubuque -Group Mentoring Program ("Dare To Be King"): • Provide operating funds for Dare To Be King, a mentoring program provided through Project Hope. Dare To Be King is a violence prevention program designed for adolescent African American males. The comprehensive instructional curriculum strives to enhance social and survival skills among African-American males and provide strategies to encourage African American males to understand and cope with anger. The curriculum seeks to decrease violence by teaching, coaching, and modeling alternatives to violence. City of Dubuque -Community Oriented Policing -Multicultural Center Office • Provide funds for the establishment of a Multicultural Center Office for an assigned police officer to work as a liaison for minority outreach, liaison for victims, families and witnesses, liaison with area colleges regarding college related issues as well as recruitment and retention of minority students as police candidates. City of Dubuque/Dubuque County -Territory Accountability Design Initiatives: • Provide overtime funds for the Dubuque Drug Task Force for use in the identification, investigation, apprehension, and prosecution of illegal drug distributors, manufacturers, and users. • Provide overtime funds for Special Project Enforcement Teams for the enforcement and apprehension related to various crime spree efforts. These special "task force" enforcement teams are formed tactically to suppress crime sprees related to area burglaries, robberies, identity thefts, organized shoplifting, alcohol, financial crimes, and other organized joint criminal behaviors. • Provide overtime funds for Special Weapons response for barricaded subjects, hostage situations, and critical incidence response to industry, business and school situations. • Provide funds to purchase special weapons equipment and protective clothing related to tactical responses. • Provide funds for two student police internships to serve as Community Service Liaisons to work through the school year with the department on prevention, research, and non-emergency intervention and enforcement support services projects. City of Dubuque -Citizen Police Academy: • Provide overtime funds for instructors. • Provide funds for supplies and materials. City of Dubuque -Community Oriented Policing -Traffic Safety Unit Vehicles: • Provide funds for the purchase of two police marked cruisers and associated equipment for use with new three-person COP Traffic Safety Unit as established through the 15 officer, five-year hiring plan. Dubuque County -Canine Response Project • Provide funds for the purchase of a police canine and associated supplies and materials for the canine vehicle and canine housing. Dubuque County -Technology Training Project • Provide funds for the purchase of computer software for use in the documentation and verification of agency education and training. City of Dubuque/Dubuque County -Dubuque Drug Task Force funding support: • *20% of 2009 JAG Grant dedicated to the support of another 2009 JAG Grant dedicated to the Dubuque Drug Task Force in support of operations and salary and benefits for task force officers in the amount of $72,064 ($62,684.60 City of Dubuque and $9,379.40 Dubuque County) *NOTE: Due to this individual 2009 JAG grant allocation to the City of Dubuque and Dubuque County, the Iowa Office of Drug Control Policy reports they will be reducing a second 2009 JAG grant administered by-the Dubuque County Sheriff's Office in support of the Dubuque Drug Task Force in the amount of 20% of the individual 2009 JAG grant allocation. This second JAG grant supports the operation and partial salary and benefits for officers from the City of Dubuque and Dubuque County. Due to this reduction, ZO% of this grant is proposed to be reassignetl to the Dubuque Drug Task Force grant to supplement the reduction. This Z0% represents 572,:064. Attached is the written grant application summary and budget information detailing the above components. Through this 2009 JAG grant application, the City of Dubuque serves as the project manager and reports all grant transactions including those of Dubuque County. RECOMMENDATION The 2009 Justice Assistance Grant provides the police department with funds to support the listed law enforcement initiatives. We recommend City Council consideration to approve the 2009 Justice Assistance Grant application and submit the on-line application by the due date of May 18, 2009 in the amount of $360,320 with $46,897 allocated to Dubuque County and $313,423 allocated to the City of Dubuque. Dubuque Dubuque County Enforcement and Prevention 1 City of Dubuque -Citizen Police Academy: • The Dubuque Police Department continues to provide an annual Police Citizen's Police Academy to community members who are interested in understanding the internal workings of police department operations. The grant funding provides overtime for instructors and for supplies and materials for each session. City of Dubuque -Community Oriented Policing -Traffic Safety Unit Vehicles: • As part of a 15 officer, five-year hiring plan adopted by the City of Dubuque, the plan provides for the creation of athree-person traffic safety unit assigned to the department's Community Policing Unit. The purpose of the unit is to provide a proactive approach to traffic safety issues. The funding requested dedicates two marked police units for use by the three-person traffic safety unit. Dubuque County -Canine Response Project • Provide funds for the purchase of a police canine and associated supplies and materials for the canine vehicle and canine housing. Dubuque County -Technology Training Project • Provide funds for the purchase of computer software for use in the documentation and verification of agency education and training.
