Mayor Duggan swore in the newly elected Council: Council Member At Large: Ann Michalski; Council Member Second Ward: Roy Buol; and Council Member Fourth Ward: Patricia Cline. (Let the record show that each individual had executed a written oath of office prior to January 1,2000. Mayor Duggan swore in Dan Nicholson as Mayor Pro-Tem.
