This "~ ?z{,award~`is`'n~amed ~in honor of Joe Lukehart, who served as president of the Iowa City f Management. Association` in 1981-1982. Joe was Ci#y Manager in .Webster City from 1974 to 198Z~ and played an instrumental role in enhancing the professional development efforts of ,. S to~va's city rrian~agers and assistants. Throughout his career, Joe untiringly demonstrated his d~`dp commitment tq the'.city, management professon,,the manager form of government, and ~ 'his colleagues.; in- the. Iowa City/County Management Association. During his tenure as ~'r _~ President; ,the ,Association reviewed the mission .and established plans for enhanced ` development .programs- and membership services and tho'ref~y initiated what has become an ongoing process, ~ ~ , , Thls~ award is presented: to individuals who have. promoted or enhanced the city/county .::management profession in Iowa, and who have made outstanding contributions to the Iowa °> ,City/Cou,nty .Management Association. Additionally.~the` award is given to individuals 'esponsi6le ford promoting the professional development of Iowa's City/County Management Association, and is presented during the Iowa Mu~nicipa) °Management Institute. The Joe ;~ Lukehart Professional Service award is not presented on an annual-basis since it is designed to recognize exceptional. contributions to the development of the city/county management profession and the state association. '~ The 20091oe Lukehart Professional Service Award is presented this year to an individual who ` ~ has supported the city management profession in Iowa, sand who has tirelessly contributed to ` ,thy lowa'City/County Management Association, ' Michael C. Van. Milligan has served as City Manager for-the City of Dubuque since January of 1993. Van Milligan served as the assistant village manager for the City of Skokie, II1., from May 1987 to January,1993, and assistant to the village manager from September 1986 to May 1987. Priar~~to that, he~worked in law enforcement, including serving as a police officer from 1977 to 1984- in~,Carbondale, Illinois. He holds bachelor's degrees in Fire Science Management and .Administration of Justice from Southern Illinois University, where he earned a master's degree (ai:fji.~l:.. Afl.:'.... A.l..I's•~..,..11..
