INTRODUCTION
The attached Resolution is in reference to the Public Hearing on the Plans and
Specifications Form of Contract for the Eagle Point Water Plant Clear Well Reservoir
Rehabilitation (Coating) Project.
BACKGROUND
The Eagle Point Water Plant provides the City with its potable water. After the water is
treated and filtered it is stored in two clear wells located at the Water Plant before being
pumped into the Water Distribution System.
The west clear well was constructed in 1880 and has a storage capacity of 650,000
gallons. This clear well was built using large lime stone blocks for the floor and walls.
A concrete roof was added several years later. Since its construction, the interior has
received gunite treatment and repairs. Earlier this year as Phase I of this project, the
structure was rehabilitated and is now prepared for its final stage of repair with the
internal coating of its internal transmission pipes.
DISCUSSION
The scope of this project consists of repairs to the west clear well. They are as follows:
Phase I Completion:
The west clear well has had the following improvements made: Anew concrete
stub wall, new double tee roof with a concrete top; new roof openings.
Phase II Task:
The west clear well is now scheduled for the following improvements:
• Apply a protective coating to the west tank interior transmission pipes.
• Power wash support column bases
• Clean and disinfect clear well for service
BUDGET IMPACT
The estimate of probable cost for the Clear Well Rehabilitation Phase II (Pipe Coating)
Project is as follows:
Construction Contract $ 40,000
Contingency 6,000
Construction Engineering & Inspection 6,000
Total Estimated Project Cost $ 52,000
NOTE: The total remaining balance of funds approved in support of this project through
the State Revolving Loan Fund (SRF) is $168,915.
This phase of the project will be funded through prior approved monies from the State
Revolving Loan Funds. (City Water Department CIP Fund Code 740 1828).
RECOMMENDATION
I am recommending that the City Council adopt the Resolution approving the Plans,
Specifications, Form of Contract and the Estimated Cost for the Eagle Point Water Plant
Clear Well Reservoir Rehabilitation Phase II (Pipe Coating) Project.
ACTION TO BE TAKEN
The City Council is requested to approve the Resolution adopting the Plans,
Specifications, Form of Contract and the Estimated Cost for the Eagle Point Water Plant
Clear Well Reservoir Rehabilitation Phase II (Pipe Coating) Project.

INTRODUCTION:
The enclosed Resolutions authorize the public bidding procedure for the Eagle Point
Water Plant Clear Well Reservoir Rehabilitation Project.
BACKGROUND:
The Eagle Point Water Plant provides the City with its potable water. After the water is
treated and filtered it is stored in two clear wells located at the Water Plant before being
pumped into the water distribution system.
The west clear well was constructed in 1880 and has a storage capacity of 650,000
gallons. This clear well was built using large lime stone blocks for the floor and walls.
A concrete roof was added several years later. Since its construction, the interior piping
has developed corrosion requiring them to be cleaned and coated. Earlier this year,
Phase I of this project focused on the structure being rehabilitated and now is prepared
for its final stage of repair with the internal coating of its transmission pipes.
OBJECTIVE:
The main objective of Phase II of the project is the internal coating improvements to the
pipes and additional cleaning to the west clear well.
PROJECT SCHEDULE:
The schedule for the project is as follows:

RECOMMENDATION:
It is recommended that the City Council give preliminary approval to the construction
plans and specifications for the Eagle Point Water Plant Clear Well Reservoir (Phase II
Pipe Coating) Rehabilitation Project, and to establish the date of April 6, 2009 for the
public hearing and hereby authorize the City Clerk to advertise for bid proposals.
BUDGET IMPACT:
The estimate of probable cost for the Clear Well Rehabilitation Pipe Coating Project is
summarized as follows:

Construction Contract $ 40,000
Contingency 6,000
Construction Engineering & Inspection 6,000
Total Estimated Rehabilitation Coating Cost $ 52,000
The interior coating to the west tank transmission pipes was scheduled to take place
under a separate contract immediately following completion of the construction
rehabilitation to the structure of this tank.
The following fund summary is as follows:
Funding for this project has been secured through prior approval of a state revolving
loan fund.

AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; AND
ORDERING THE ADVERTISEMENT FOR BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost for the
Eagle Point Water Plant Clear Well Rehabilitation Project, in the estimated amount of
$52,000, are hereby preliminarily approved and ordered filed in the office of the City
Clerk for public inspection.
A public hearing will be held on the 6th day of April, at 6:30 p.m. in the Historic
Federal Building Council Chambers at which time interested persons may appear and
be heard for or against the proposed plans and specifications, form of contract and
estimated cost of said Project, and the City Clerk be and is hereby directed to cause the
attached notice of the time and place of such hearing to be published in a newspaper
having general circulation in the City of Dubuque, Iowa, which notice shall be published
not less than four days nor more than twenty days prior to the date of such hearing. At
the hearing, any interested person may appear and file objections to the proposed
plans, specifications, form of contract, or estimated cost of the Project.
The Eagle Point Water Plant Clear Well Rehabilitation Phase II (Pipe Coating)
Project is hereby ordered to be advertised for bids for construction.
The amount of the security to accompany each bid shall be in an amount which
shall conform to the provisions of the Notice to Bidders hereby approved.
The City Clerk is hereby directed to advertise for bids for the construction of the
improvements herein provided, by publishing the attached Notice to Bidders to be
published in a newspaper having general circulation in the City of Dubuque, Iowa, which

NOTICE IS HEREBY GIVEN: The City Council of the City of Dubuque, Iowa will
hold a public hearing on the proposed plans, specifications, form of contract and
estimated cost for the Eagle Point Water Plant Clear Well Reservoir Rehabilitation
Project, in accordance with the provisions of Chapter 26, Code of Iowa, at 6:30 p.m., on
the 6th day of April, 2009, in the Historic Federal Building Council Chambers (Second
Floor) 350 West 6th Street, Dubuque, Iowa. Said proposed plans, specifications, form of
contract and estimated cost are now on file in the office of the City Clerk. At said
hearing any interested person may appear and file objections thereto.
The scope of the Project is as follows:
• West Clear Well: Epoxy coating sealant on the inner pipes and power

CLEAR WELL RESERVOIR PHASE ll PIPE COATING
REHABILITATION PROJECT
Time and Place for Filing Sealed Proposals. Sealed bids for the work comprising
each improvement as stated below must be filed before 2:00 p.m. on April 8, 2009, in
the Office of the City Clerk, City Hall -First Floor, 50 West 13t" Street, Dubuque, Iowa.
Time and Place Sealed Proposals will be Opened and Considered. Sealed
proposals will be opened and bids tabulated at 2:00 p.m. on April 8, 2009, at City Hall -
Conference Room B, 50 West 13t" Street, Dubuque, Iowa, for consideration by the City
Council (Council) at its meeting on April 20, 2009. The City of Dubuque, Iowa, reserves
the right to reject any and all bids.
Time for Commencement and Completion of Work. Work on the west clear well
tank shall be commenced after award of the Notice to Proceed. Substantial completion
of work on the West Clear Well shall include completion of the sandblasting, pipe
coating and disinfection of the tank. The West Clear Well work shall be completed by
May 29, 2009.
Bid Security. Each bidder shall accompany its bid with a bid security as security that
the successful bidder will enter into a contract for the work bid upon and will furnish after
the award of contract a corporate surety bond, acceptable to the governmental entity,
for the faithful performance of the contract, in an amount equal to one hundred percent
of the amount of the contract. The bid security shall be in the amount of ten percent
(10%) of the amount of the contract and shall be in the form of a cashier's check or
certified check drawn on astate-chartered or federally chartered bank, or a certified

Preference for Iowa Products and Labor. By virtue of statutory authority, preference
will be given to products and provisions grown and coal produced within the State of
Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes.
Sales Tax. The bidder should not include sales tax in its bid. A sales tax exemption
certificate will be available for all material purchased for incorporation in the project.

APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND
ESTIMATED COST FOR THE EAGLE POINT WATER PLANT WEST CLEAR WELL
RESERVOIR REHABILITATION PHASE II (PIPE COATING) PROJECT.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the proposed plans, specifications, form of contract and estimated cost for
the Eagle Point Water Plant Clear Well Reservoir Rehabilitation Phase II (Pipe Coating)
Project, in the estimated amount of $52,000, are hereby approved.

SRF. Bidders will be required to comply with the President's Executive Order No.
11246. The requirements for bidders and contractors under this order are explained in
the Federal grant documents.
Bidders will be required to take affirmative steps to involve Minority Business Enterprise
(MBE) and Women's Business Enterprise (WBE) in the work under the contract.
Bidders shall complete the applicable certification attached to the proposal. The
certification shall include a listing of MBEs and WBEs, the work and estimated dollar
amount to be performed by each such enterprise, and the percentage of the total bid to
be used for minority or women's business enterprise(s). The bidder commits itself to the
goals for MBE/WBE participation contained herein and all other requirements, terms
and conditions of these bid conditions when it submits a properly signed bid.
Any bidder or equipment supplier whose firm or affiliate is listed in the GSA publication
"List of Parties Excluded from Federal Procurement and Nonprocurement Programs"
will be prohibited from the bidding process. Anyone submitting a bid who is listed in this
publication will be determined to be a nonresponsive bidder in accordance with 40 CFR
Part 31.
A Contractor's Suspension/Debarment Certification will be contained in the
specifications; however, this certification should not preclude any interested party from
ascertaining whether the certifying person is actually on the "List of Parties Excluded
from Federal Procurement and Nonprocurement Programs".
Payment of the cost of said project will be made from any one or a combination of the
following sources at the sole discretion of the City Council: (1) cash to be derived from
the proceeds of the issuance and sale of Sewer Revenue Bonds, which will be payable
solely and only out of the future net revenues of the Municipal Sewage Utility, and/or
from such other cash funds on hand of said Utility as may be lawfully used for said
purpose; (2) cash derived from the proceeds of the issuance and sale of General
Obligation Bonds of said City; (3) cash from such general funds of said City as may be
legally used for such purpose; (4) cash from proceeds of a State Revolving Loan fund;
and (5) cash from public facilities set-aside fund.

interior piping and pipe stubs, and cleaning of bitumastic coating from the wedding cake
foundations in the West Clear Well.
