Planning Services Manager Laura Carstens is recommending the selection of IIW
Engineers for engineering and construction management services for the Northern
Levee (Peosta Channel) Trail project in the amount not to exceed 940,000.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Consultant Recommendation for Northern Levee (Peosta Channel) Trail
Project
INTRODUCTION
The purpose of this memo is to request the City Council select a consultant for the
Northern Levee (Peosta Channel) Trail Project and authorize negotiation of a contract
with that consultant. This project involves widening the existing 6-foot pathway to 12
feet on the top of the levee along the Peosta Channel, from 16th Street to Harbor Street.
BACKGROUND
City staff solicited proposals from eleven qualified consulting firms to provide
engineering and construction management services for this project. Three firms
responded to the RFP.
The City has received a Recreational Trails Grant of $166,341 for this project from the
Iowa Department of Transportation. The total cost for this project was estimated at
$250,645. A map showing the project location is attached.
DISCUSSION
A proposal review committee composed of Bob Schiesl, Civil Engineer; John
Klosterman, Streets and Sewer Supervisor; John Hail, Park Division Manager; Kathy
Sturm, Pumhasing Coordinator; Lisa Sesterhenn, Assistant Planner; and myself
reviewed the proposals received for this project. Proposals were received from three
consulting firms: WHKS and Co., IIW, and MSA.
After evaluating the proposals, the Committee felt that all three firms were well qualified
and all committee members closely rated the firms. The committee evaluated the
proposals using the following factors:
a)
Qualifications and experience of the firm, reference checks, achievements and
completion of similar projects within the past five years.
b)
Project design team qualifications and experience of the principal consulting staff
proposed to work on the project, variety in application of vadous disciplines
within the team and availability and qualifications of the subcontracting staff.

Grasp of project requirements - the firms analysis, preparation and level of
interest.
Design approach/methodology in completing the scope of services - technology
alternatives, creativity, and problem solving ability
Responsiveness - compatibility between consultants and the City of Dubuque,
general attitude and ability to communicate.
Local economic impact - proximity of firm(s) to Dubuque, ability to incorporate
local firms
Schedule evaluation - time required to complete the project, ability to deliver
the products in a timely manner.
Cost evaluation - proposed cost to complete project.
Targeted Small business (TSB) goal of at least ten percent (10%).
RECOMMENDATION
The proposal review committee recommends that City staff negotiate a contract not to
exceed $40,000 with the consulting team of IIW for engineering and construction
management services for the Northen Levee (Peosta Channel) trail project. IIW is the
recommended choice because they ware highly rated by all members of the RFP
review committee for their team approach to the project, innovative design features,
ability to utilize TSB subcontractors, and their local presence in Dubuque. In addition,
IIW will provide the services for the Iowast cost to the City.
ACTION STEP
The requested action step is for the City Council to concur with the selection of IIW as
the engineering firm for the Northem Levee (Peosta Channel) trail project and to
authorize City staff to negotiate a contract, in accordance with City and Iowa DOT
standards, not to exceed $40,000 for consulting services with IIW for the project.
