The application is for State CDBG funding for Hillcrest Family Services to construct an educational facility for youth who have been diagnosed with behavioral diSorders. The proposed project does not duplicate, run counter to, or need coordination with any other similar program or project being carried out by the City of Dubuque. This project is consistent with a goal of the Dubuque Comprehensive Plan which is "To create and deliver a quality education that allows all students to maeh their highest potential." One of the stated objectives under this goal is to "support a comprehensive educational program that provides services to students ranging from severely and profoundly disabled programs through gifted programs and advanced placement courses." We are supportive of the proposed project and would encourage the Iowa Department of Economic Development to approve Dubuque County's application on behalf of Hillcmst Family Services.
