RESOLUTION APPROVING THE FINAL PLAT OF FENSTERMAN SUBDIVISION, FIRST
ADDITION, IN DUBUQUE COUNTY, IOWA
Whereas, there has been filed with the City Clerk a Final Plat of Fensterman
Subdivision, First Addition, in Dubuque County, Iowa; and
Whereas, said plat has been examined by the Zoning Advisory Commission and had
its approval endorsed thereon; and
Whereas, said plat has been examined by the City Council and they find that it
conforms to the statutes and ordinances relating thereto.
NOW, THEREFORE, BE IT RESOLVED BYTHE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the Final Plat of Fensterman Subdivision, First Addition, is hereby
approved and the Mayor and City Clerk are hereby authorized and directed to endorse the
approval of the City of Dubuque, Iowa, upon said subdivision plat.
Section 2. That the City Council hereby waives Article IV, Design and Improvement
Standards, of the Subdivision Regulations, except Section 42-19, Lots and Blocks.

Final Plat of Fensterman Subdivision, First Addition
INTRODUCTION
The applicants, Norman and Carol Fensterman, are requesting final plat approval for
Fensterman Subdivision, First Addition. The subject property is located on North
Cascade Road in Dubuque County, and is being reviewed by the Zoning Advisory
Commission as it is within two miles of the City of Dubuque corporate limits. The
submitted final plat subdivides an existing four acre parcel into three lots for the
construction of two additional single-family homes.
DISCUSSION
The submitted final plat of Fensterman Subdivision, First Addition, is considered a
minor final plat as it creates three or more lots without the dedication of any public
streets or utilities. The plat is located along North Cascade Road in the County and
follows standard county platting standards by being platted to the center line of North
Cascade Road. The three lots being platted meet the County minimum requirements.
The three lots also meet minimum City standards in terms of lot area and lot frontage.
Each of the three lots will be served by private water and septic systems.
RECOMMENDATION
The submitted final plat of Fensterman Subdivision, First Addition, is in substantial
compliance with City of Dubuque Subdivision Regulations, and staff recommend that
the Zoning Advisory Commission recommend approval of the subdivision subject to
waiving Article IV, Design and Improvement Standards, except for Section 42-19,
Blocks and Lots.

Discussion
Tl~e applicant spoke in favor of the request. Staff reviewed that the submitted plat creates
two buildable lots for single-family homes and is in compliance with both City and County
subdivision regulations.
The Zoning Advisory Commission discussed the request, noting that the new lots all have
adequate frontage on North Cascade Road.
BR;commendation
a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request subject to waiving Article IV, Design and Improvement Standards,
except for Section 42-19, Blocks and Lots.
A Simple majority vote is needed for the City Council to approve the request.
