Section 312.3(4) of the Iowa Code requires that the Mayor and City Council certify to
the State Treasurer the population of any areas annexed since the 2000 Census.
Planning Services Manager Laura Carstens recommends that the Mayor sign the letter
to the State Treasurer certifying the population.

SUBJECT: Population in Areas Annexed from 2007 to Present
Section 312.3(4) of the Iowa Code requires that the Mayor and City Council certify to
the State Treasurer the population of any areas annexed since the 2000 Census. A
map of these areas is attached.
State law requires that population be calculated using the most recent decennial
Census data. The annexed areas did not completely follow block or tract lines;
therefore, we applied the Census Bureau's 2000 average household size of 2.37
persons to each housing unit. Based on this data, the City of Dubuque has annexed 19
housing units and an estimated 45.03 people since the year 2007.
Attached is a letter to the State Treasurer certifying the population. I recommend that
the Mayor be authorized to sign and then submit this letter to the State Treasurer.
