Kane St Parking AmendmentDecember 11, 2002 TO:The Honorable Mayor and City Council Members FROM:Michael C. Van Milligen, City Manager SUBJECT:Kane Street Parking Petition In response to an August 5, 2002 petition from June Strueber and several residents of the Pine Knolls Subdivision requesting a "No Parking" zone on Kane Street in the vicinity of Katrina Circle, Engineering staff investigated. The problem is that people are parking on Kane Street too close to the intersection of Katrina Circle, a private driveway with access onto Kane Street. Parked vehicles are blocking access to the entrance and are also creating a visibility problem for vehicles entering Kane Street from Katrina Circle. Public Works Director Mike Koch recommends City Council approval of an ordinance prohibiting parking on the south side of Kane Street within 140 feet east and west of Katrina Circle. No changes are recommended to the parking restriction on the north side of Kane Street. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Koch, Public Works Director SUBJECT: Kane Street Parking Petition INTRODUCTION This is in response to an August 5, 2002 petition from June Strueber requesting a "No Parking" zone on Kane Street, in the vicinity of Katrina Circle. DISCUSSION The petition was signed by several residents of the Pine Knolls Subdivision. The problem is that people are parking on Kane Street too close to the intersection of Katrina Circle, a private driveway with access onto Kane Street. Parked vehicles are blocking access to the entrance and are also creating a visibility problem for vehicles entering Kane Street from Katrina Circle. Parking is currently prohibited on the north side of Kane Street, making parking on the south side of Kane Street a popular alternative. Parking on the north side is prohibited because of Wahlert High School. Wahlert High School was contacted in the course of investigating the petition, and they indicated they wish to maintain the "No Parking" zone currently in place adjacent to the school. RECOMMENDATION I recommend that parking be removed from the south side of Kane Street along both sides of the entrance of Katrina Circle. Because the close bumper-to- bumper parking which takes place on Kane Street on a daily basis severely limits visibility beyond the parked vehicles, I recommend that parking be removed for a sufficient distance from both sides of the entrance to allow for adequate sight distance for the travel speed on Kane Street. This would restrict parking for a distance of one hundred forty (140) feet in each direction from Katrina Circle. No changes are recommended to the parking restriction on the north side of Kane Street. Wahlert High School has indicated that they have sufficient off- street parking to accommodate this loss of parking on the south side of Kane Street, and they are in agreement with the recommendation as are the petitioners in the Pine Knolls Subdivision. ACTION TO BE TAKEN The City Council is requested to adopt the attached ordinance prohibiting parking on the south side of Kane Street within 140 feet east and west of Katrina Circle. That the Code of Ordinances of the City of Dubuque, Iowa, is amended by deleting from Subsection (d) of Section 32- 262 the following: Kane Street, north side, from Ken Court to Carter Road Section 2. That the Code of Ordinances of the City of Dubuque, Iowa, is amended by adding to Subsection (d) of Section 32-262 the following: Kane Street, north side, from Ken Court to Carter Road; south side, from a point one hundred forty feet (140') east of Katrina Circle to a point one hundred forty feet (140') west of Katrina Circle. I have talked with the Police Department, the City Engineer's office and an individual Council member who all directed me to Some place else for redress of our problem. The undersigned live in the developing community of Pine Knolls, specifically on Katrina Circle, a private street. We have discovered the traffic and parking problems on Kane Street to be hazardous to anyone attempting a left or right turn on to Kane St. Please note the pictures we have attached. The Pine Knoll community at present consists of 12 buildings with 2 car garages. Nine of the condos are occupied. The community will be developed to consist of 50 homes. At the present time, with construction vehicles and the vehicles of the present owners, there is little room during the school year because Kane Street is bumper to bumper with students: note the pictures. We have called Wahlert and given them the numbers of the students' cars which obstruct our exiting Katrina Circle, but if that student leaves, another takes his/her place. We are concerned that the students and some staff are parking on Kane Street and respectfully request that you put in motion a change in the parking on Kane Street making student parking available on the other side (north side) of Kane Street. At present there are "No Parking". signs in front of Watdert High School and they do have a large parking lot which some students don't want to use. In fact they seem to want to leave the campus during the school day and so don't avail themselves of the student parking lot. Additionally we have a bus, which stops on the corner to Kane and Chaney. The bus is an asset'to the area but the student parking on Kane Street needs to be addressed. The "No Parking" signs ought to be on the south side of Kane Street as they are on the east'side of Chaney St. We hope that you will cooperate with us by easing this problem and having Wahlert parking redesigned for parking on their side of the street.
