Several years ago the City of Dubuque and the Convention and Visitor's Bureau met
with representatives from the Iowa Department of Transportation (IDOT) to discuss a
new highway signage system for the City of Dubuque. Based upon this meeting the
IDOT agreed to work with local representatives from Dubuque to develop a four-color
signage system. This system would include dividing the City of Dubuque into several
districts and include signage for these districts on the State highway system. In
addition, the local signage committee would identify key attractions within each of the
district and develop a signage system to direct visitors to each of these attractions.
The City of Dubuque was subdivided into a total of six districts and over 50 attractions
were identified. A listing of the attractions has been included in the packet of
information provided. In June 2002, the IDOT requested that the wayfinding system be
incorporated into the Spring 2003 statewide signing program in order to take advantage
of proposed color coding changes that could positively affect our signage program.
Based upon this request, the next step was to have the committee work with a
consultant to develop the mapping system for the location of the signs in order to
coincide with the IDOT's schedule.
Two public open houses have been held to obtain additional input. On November 18,
2002, a Work Session was held with City Council to review the signage system.
Assistant City Manager Cindy Steinhauser recommends City Council approval of the
wayflnding signage system map and approval to rename the Riverfront District to the
Port of Dubuque District. Council direction is requested on the Grandview District or
College-Grandview District. Final logo designs will be brought to a future City Council
meeting for approval.

Introduction
The purpose of this memorandum is to provide information on the wayfinding signage
system and to request City Council approval of the system and district names.
Background

Discussion
In July 2002, the City contracted with Greg Maim to undertake and coordinate the
mapping of the signage within the City. Working in conjunction with Convention and
Visitors Bureau Director Sue Czeshinski, Planning Services Manager Laura Carstens,
Civil Engineer Bill Schlickman and myself, over 118 signs have been located on the
highway system and city streets to aid visitors to our area. These signs have been
located with the following guidelines in mind:
1. Once given a direction by a sign (i.e. straight ahead), the direction stays the
same until a change is directed.
2. As a general rule there will be no more than four (4) attractions per sign. This
was done for safety purposes and the time a driver actually has to read the sign.
3. Once a traveler is in a district there will be limited district signage, as the focus of
the signage will be on attractions.
4. Attraction signage was based upon the size of the attraction in the number of
people it draws.
5. Sign locations are the destination attractions not the destination activities that
take place there (i.e. Miller-Riverview Park would be signed instead of a generic
activity such as camping since there are other activities that take place there.)
6. Sign locations are defined within the parameters of the IDOT.
7. Sign locations were chosen using major Dubuque streets and travel routes as
opposed to "residential routes" or "back way" routes.
A copy of the map with all six districts is included in this packet, along with a special key
to help identify the location of the sign and the four attractions to be listed on each sign.
Based upon input from City Council and the public, additional signage has been added
for the softball complex off of Cedar Cross road, the Children's Zoo and NICC (see
revisions attachment). It is important to note that the final sign location and placement
will be based upon field conditions, other signage in the area, landscaping conflicts,
pedestrian safety issues and other site conditions. The engineering department is
currently reviewing all of the proposed sign locations in order to address any location
concerns.
The public input process included two open houses on November 12 to obtain public
input on the system. Approximately 200 invitations, including those to the 50 attractions
identified on the system, were sent out to encourage this public input and the signs
were also displayed at the Iowa Welcome Center. The comments received have been
extremely favorable for the system in its current format. On November 18, a
worksession was held with City Council to review the signage system. At that meeting,
City Council requested that signage for the Children's Zoo be included in the system
and asked for design options for the naming of the Grandview District as the College-
Grandview district. This information will be presented at the December 16 City Council
meeting.
In addition to mapping the sign locations, the wayfinding committee has revisited the
district names to ascertain their relevancy to recent developments along the riverfront
and the designated district boundaries. As a result, the committee is requesting that the
City Council reconsider naming the Riverfront district to the Port of Dubuque district.
This name will better reflect the district boundaries, which only include the Port of
Dubuque and no other portions of our riverfront. The committee has also revisited, at
the request of City Council, renaming the Grandview District as the College-Grandview
District. On December 2 and 9, the signage committee met with artistic consultant Gary
Olsen to review the City Council's suggestion on the name change and the design
impact. Attached are the two versions of the district name with various arbNork options.
It is important to note that the artwork is not final, but merely a conceptual rendering of
images that could be used for the Grandview or College-Grandview district. Also
attached is a conceptual rendering of a full-scale sign with a space for the district name
and the four attraction names per sign.
Based upon the input from the committee it is their recommendation to retain the
Grandview District name with the flower icon or the images of the colleges as the icon.
Request
The requested action is for City Council to 1) approved the wayfinding signage system
map, 2) the renaming of the Riverfront District to the Port of Dubuque District and 3) to
provide final direction on the Grandview District or College-Grandview District.

The purpose of the City's way f'mding signage program is to enhance our visitor
experience and compliment way finding signing efforts on our primary highways that
will be provided by the Iowa DOT.

The selection proeass of who should be signed and where signs should be began about
three years ago with a eommlmity wide task force assembled by the City and the
Dubuque Area Convention and Visitors Bureau. The 35 member task rome assembled
consisted of representatives from area hotels, restaurants, attractions, educational
facilities, health care, City and CVB staff.
Attached is a list of 50 area attractions and destinations that were chosen by the task force
to identify tourist destinations in this program. The task force also gave input as to where
many of the sign locations should be.
Mapping Comments
Map location coordinates follow general north, south, east, and west directions.
All descriptions follow the same format. For example:
Locust s/o 3rd e/s fn should be read as Locust south of 3rd east side facing north.
Each district has locations assigned by a letter preceding the location number. For
example, W = Westead, G = Grandview, D = Downtown, etc.

Comments for the City Manager
The purpose of the city sigining program is to enhance our visitor experience. A
coordinated signing program has been thought out and worked on for the past 2 years.
The plan will coordinate highway locations with city locations and give visitors helpful
directions in navigating off area highways, through the City, and in some cases to specific
attractions.
The initial mapping project was detailed in a way finding method. 6 way f'mding districts
were approved by the City Council: Westend, Grandview, Downtown, Riverfront, Eagle
Point Park, and Southend. Cn, eg Maim was hired to assist in the project and create a map
and working list of signage locations that coordinated state highway locations with
proposed city locations. The purpose was to direct travelers off area highways and into
districts. Supplemental marketing maps and materials would then help tourists find
specific destinations inside of a district. The way finding approach gives general
directions in and through the city using the identified districts and doesnt necessarily
focus on specific attractions.
In this phase 77 sign locations were chosen - 26 higliway and 51 city.
After the way finding Project was finished it was determined by city staff that more detaiI
was needed and specific attractions needed specific directions.
A task force of Cindy Stehahanser, Laura Carstens, Bill Sehlickman, Sue Czeshinski, and
Greg Maim thoroughly rea, isited the way f'mding approach and were possible added
specific attractions.
The resulting work now proposes 111 sign locations - 26 highway and 85 city.
Here for review are the maps, sign location lists by district, a list of top area attractions,
and talking points we will use in describing the prOCess to the general public and stake
holders in this project.
Public input which is scheduled for Tuesday next week.
At the public sessions the mapping task force above will be present and comment cards
will be requested.
After public input, revisions as necessary will be done.
The final step is for City Council approval.

1.Once given a direction by a sign (i.e. straight ahead) the direction stays the same until
a change is directed.
2.As a general role there will be no more than four (4) attractions per sign. This is done
for safety purposes and the time a driver actually has to read the way finding signs.
3.Signs locations were chosen to be at decision points to move off a main course.
4.Once in a district there will be limited district signage - the focus of signage is on
attractions.
5.Attraction signage was determined based on the size of the attraction in the number of
people it would draw.
6.The deadline for public comment is November 15, 2002 at 5:00 p.m.
7.Sign locations are the destination attractions not the destination activities that take
place there.
8.Sign locations are defined within the parameters of the DOT.
9.Final sign location and placement will be based on field conditions, other signage in
the area, landscaping conflicts, pedestrian safety issues, and other site conditions.
