Dear Mr. Van Milligen:
I am pleased to inform you that the Iowa Department of Economic Development (IDED) intends to award
Dubuque a grant in an amount not to exceed $444,328. This award is from the Neighborhood Stabilization
i'rogram for activities outlined in your application. Your award may be subject to further evaluation and
modification of activities to ensure program eligibility and compliance.
You. may look forward to receiving contract documents for your review and signing in the near future. Your
contract will have an effective date of April 1, 2009. You may incur costs fox general administration and for
the environmental review process. However, you may not expend project funds (local or NSP) until the State
has approved your Request for Release of Funds (RROF) and has actually released funds for your activity. If

A recipient workshop is scheduled at the 100 East Grand Ave, Des Moines on April 14~. The workshop
provides training on administering your Neighborhood Stabilization Program award. A representative from
your local government and any person(s) responsible for the day-to-day administration of the funded activity
is strongly encouraged to attend. A form with more workshop details is enclosed. Please fax or email your
confirmation by April 7th.
