Brick Pavers Request - DNRMEMORANDUM
December 9, 2002
TO:The Honorable Mayor and City Council Members
FROM:Michael C. Van Milligen, City Manager
SUBJECT:Request for Use of Brick Pavers
Park Ranger Wayne Buchholz of the Iowa Department of Natural Resources (Iowa
DNR) has requested the reuse of a portion of the historic brick and granite pavers that
were salvaged by the City several years ago. The City has palletized and is storing
these pavers for reuse on City projects. Currently there are two City projects for which
the granite pavers will be used: around the monument/fountain sign at the new
education and conference center and in a rest area for the future Pyatigorsk Park as
part of our sister city relationship. The City has also approved a request by the National
Mississippi River Museum and Aquarium for use of granite pavers at the restored depot
building. While the City will not be able to provide granite pavers to the Iowa DNR, the
City has ten pallets of brick pavers to meet the request of the Department of Natural
Resources at the Mines of Spain.
The DNR will be restricted to using the bricks at the E.B. Lyons Center and RipRow
Valley. They will be further asked to post a sign at each location advising the bricks
were from City Of Dubuque street projects and they were donated by the City. Finally,
the DNR will be required to return the bricks if they no longer have a use for them in
these two locations.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Mines of Spain Recreation Area
Rip Row Valley is gradually transforming into a new park area. The valley has been
cleaned up of miscellaneous Rems. At the west end of the valley on City of Dubuque
property several piles of bricks and cobblestone were removed for projects around the
city.
Currently, there are four pallets of bricks and one pallet of cobblestone still on site. I am
requesting use of these items plus the use of additional brick and stone as needed. At this
time I plan the use often pallets of brick and six pallets of stone. I plan to use the brick
and stone at the E.B. Lyons Interpretive Center, Rip Row Valley and in other areas of the
Mines of Spain Recreation Area. The use will be targeted for walkways, platforms under
kiosks, entrance portals and other decorative assets in the park.
All projects will he on public owned property. The E.B. Lyons Cemer and RipRow
Valley are on City of Dubuque property leased by the State of Iowa and the rest 0fthe
park is owned by the Iowa Department of Natural Resources.
I would be willing to transport the brick and stone currently at the Rip Row Valley site
and any other material that you would provide.
Please call my office if you have any questions or concerns about the projects and
materials requested. My office number is 563-556-0620 and my cell phone is
