Port of Dubuque NamingMEMORANDUM December 11, 2002 TO:The Honorable Mayor and City Council Members FROM:Michael C. Van Milligen, City Manager SUBJECT:Port of Dubuque The Master Site Planning Committee, made up of Dubuque County Historical Society Executive Director Jerry Enzler, Platinum Hospitality Group CEO Jim Rix, Convention & Visitors Bureau Director Sue Czeshinski, Greater Dubuque Development Corporation Executive Director Rick Dickinson, Planning Services Manager Laura Carstens, Economic Development Director Bill Baum, and Assistant City Manager Cindy Steinhauser, are recommending City Council approval to rename the area currently referred to as the "Fourth Street Peninsula" to the "Port of Dubuque." It is important to note that this name applies to the land north and south of the Ice Harbor. The body of water referred to as the Ice Harbor would maintain that designation. I concur with the recommendation and respectfully request Mayor and City Council approval. Michael C. Van Milligen, City Manager FROM:Cindy Steinhauser, Assistant City Manager SUBJECT:Port of Dubuque On Mamh 4, 2002, the City Council adopted a Master Site Plan that addresses development of a portion of our riveffront. In the Master Plan, this area has been referred to as the Port of Dubuque, and as indicated on the attached map, rests directly north and south of the Ice Harbor. Currently this area is referred to as the Fourth Street Peninsula in other documents. A Master Site Planning Committee, made up of the following representatives: Jerry Enzler, Dubuque County Historical Society; Jim Rix, Platinum Hospitality; Sue Czeshinski, Convention and Visitors Bureau; Rick Dickinson, Greater Dubuque Development Corporation; Laura Carstens, City of Dubuque; Bill Baum, City of Dubuque; and myself recommended that this area be identified as the Port of Dubuque Master Plan. This is based upon a year-long planning process to aid in the redevelopment of this area. It is important to note that this description encompasses the land north and south of the Ice Harbor, but that the Ice Harbor itself would retain its description as the Ice Harbor. This is consistent with efforts already underway to promote the America's River project at the Port of Dubuque, as well as the recommendation of a Port of Dubuque District as part of the wayfinding signage system. REQUEST The requested action is for City Council to approve the Port of Dubuque as the official name for the area defined in the map attached. RESOLUTION NO. 659-02 DESIGNATING AN AREA OF THE CITY OF DUBUQUE TO BE KNOWN AS THE "PORT OF DUBUQUE" WHEREAS, the Master Site Planning Committee has recommended that a certain area of the City of Dubuque be designated as the "Port of Dubuque;" and WHEREAS, the City Council finds that it is in the best interests of the City to do so. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA, AS FOLLOWS: The area of the City of Dubuque shown on Exhibit A, attached hereto, is hereby officially designated as the "Port of Dubuque," with the area south of the Ice Harbor to be known as "South Port" and the area north of the Ice Harbor to be known as "North Port."
