Ice Harbor Maintenance Dredging_Flood Control Gates Project AcceptanceRESOLUTION NO. 638-02 ACCEPTING IMPROVEMENT Whereas, the contract for the 2002 Maintenance Dredging Project - Ice Harbor Flood Control Gate Structure has been completed and the City Manager has examined the work and filed his certificate stating that the same has been completed according to the terms of the contract, plans and specifications and recommends its acceptance. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the recommendation of the City Manager be approved and that said improvement be and the same is hereby accepted. BE IT FURTHER RESOLVED that the City Treasurer be and he is hereby directed to pay to the contractor from the General Fund and the 1% Local Option Sales Tax Fund in amount equal to the amount of his contract, less any retained pementage provided for therein. That the cost of said improvement is hereby determined to be $113,001.00 and the said amount shall be paid from the General Fund and the 1% Local Option Sales Tax Fund of the City of Dubuque, Iowa. Van Milligen, City Manager SUBJECT:2002 Maintenance Dredging Project Ice Harbor Flood Control Gate Structure Public Works Director Mike Koch is recommending acceptance of the construction contract for the 2002 Maintenance Dredging Project - Ice Harbor Flood Control Gate Structure, as completed by J.F. Brennan Company, in the final contract amount of $109,925, which is 22.2% over the original contract of $89,950. Since the bid for this project came in at $2.50 per cubic yard less than estimated, it was decided to remove 10,650 cubic yards of dredge material, instead of the originally planned 8,300 cubic yards of dredge material. This project will be funded from the remaining balance of $42,200 in the Harbor Maintenance Dredging Capital Improvement Program, a carryover balance from Fiscal Year 2001 for Ice Harbor Gates Dredging in the amount of $51,400, and $20,000 from the FIoodwall Post Flood Repair Program, budgeted in the Operations and Maintenance Department, for a total available budget of $113,600. Koch, Public Works Director SUBJECT:2002 Maintenance Dredging Project Ice Harbor Flood Control Gate Structure INTRODUCTION The enclosed resolutions provide for the acceptance of the construction contract for the 2002 Maintenance Dredging Project - Ice Harbor Flood Control Gate Structure. DISCUSSION The project involved the removal of 10,650 cubic yards of silt and sand deposits that have accumulated along the river bottom outside of the Ice Harbor Gates. This sediment removal should reduce the annual cleaning costs of the silt of the Ice Harbor Gates. The sediment, which was removed upstream in front of the River's Edge Plaza will also improve docking access of the large excursion vessels, such as the Delta Queen and the American Queen. The 2002 Maintenance Dredging Project - Ice Harbor Flood Control Gate Structure has been completed by J.F. Brennan Company of LaCrosse, Wisconsin, in the final contract amount of $109,925, which is a 22.2% increase from the original contract of $89,950. Based upon anticipated unit costs for dredging, the project was specified to remove approximately 8,300 cubic yards of dredge material. The quantity to be dredged was based upon the available budget, even though there was additional dredge material, 12,500 cubic yards, which could have been removed to reach the intended base elevation. Since the bid come in $2.50 per cubic yard les than estimated, it was decided to remove the remaining dredging material under this contract rather than to initiate another dredging contract for the remainder of the material. RECOMMENDATION I would recommend that the City Council accept the improvement and recommend that the final contract amount be established at $109,925.00. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolutions accepting the improvement and establishing the final contract amount.
