City Engineer Gus Psihoyos is recommending acceptance of the public improvement for
the North Grandview Avenue and Delhi Street Roundabout Intersection Improvement
Project, as completed by Portzen Construction, in the final contract amount of
$756,203.60, which is an 8.3°k increase from the original contract amount of
$698,000.59. The extra cost is primarily due to landscaping costs for the center of the
roundabout and additional electrical conduit and wiring work. The landscaping work in
the center of the island was not originally part of the base bid but was added later as the
project was under construction.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution provides for the acceptance of the public improvement for the
North Grandview Avenue and Delhi Street Roundabout Intersection Improvement
Project.
BACKGROUND
In August 2014, the City submitted an application to the lowa DOT for a Traffic Safety
Improvement Grant. The location selected was the North Grandview Avenue, Delhi
Street and Grace Street intersection. This intersection was a five way stop and had
operational delays during peak travel times. A conceptual roundabout was designed by
the City's consulting engineer, MSA/Ourston (formerly GHD) of Madison, WI, to
minimize the impact to adjacent property owners. The roundabout concept was
developed to accommodate various trucks, provide adequate sight distance, and
provide natural vehicle paths. This concept was created using an aerial photo and had
design modifications made that included a minor shift in the circle location or shape,
alignment adjustments, and development of optimal entry/exit paths. The grant
application was approved by the lowa DOT Transportation Commission on January 13,
2015 in the amount of$500,000.
The project provided for construction of a roundabout at the intersection of North �
Grandview, Delhi and Grace Streets. Engineering staff worked with MSA/Ourston,
formerly known as GHD on the design of the proposed roundabout. MSA/Ourston is a
well-respected roundabout design firm that has been involved in the design of hundreds
of roundabouts in the United States. MSA/Ourston is one of two consulting firms in lowa
that the lowa DOT uses for peer reviews on roundabout designs. MSA/Ourston
designed the alignment and profile for the roundabout to make sure it properly
addresses sight distance and speed concerns at the roundabout. The roundabout is
designed to operate with vehicles traveling around 15 mph through the roundabout.

Engineering staff used the design model developed by MSA/Ourston to develop the rest
of the construction documents with specific attention to pedestrian access, incfuding
ADA issues, lighting, construction phasing, utility impacts and business access in the
area.
As aart of this aroject; Dubuque conducted an extensive public awareness campaian on
the benefits of roundabouts. This included cable TV, radio, Broadcast TV, Newspaper,
d�or #a daor Q & A cam��ign; public inf�rmation meetings, specific meetings with
affected groups (schools, colleges, hospital businesses, transit, solid waste, commercial
drivers, senior centers, school bus drivers, students, parents), and social media.
Additionally, the City developed videos and brochures outlining the proper way for
vehicles, bicyclists and pedestrians to move through the roundabout. All this information
is available on the City's website, www.citvofdubuqu�.or�/raundabouts. Because of this
effort, the City received the Tom McDonald Safety Award. The Tom McDonald Safety
Award was developed to recognize individuals, agencies, or programs that have
contributed to significant improvements in traffic safety at the local level. The City of
Dubuque also received the American Public Works Association — lowa Chapter Project
of Year award for transportation projects under one million dollars in cost.
DISCUSSION
The North Grandview Avenue and Delhi Street Roundabout Intersection Improvement
Project was constructed by Portzen Construction of Dubuque, IA in the final contract
amount of $756,203.60 which is an 8.3% increase ($58,203.01) from the original
contract amount of$698,000.59. The extra cost is primarily due to landscaping costs for
the center of the roundabout and additional electrical conduit and wiring work, this will
be funded from the FY16 and FY17 street construction general repairs fund. The
landscaping work in the center of the island was not originally part of the base bid but
was added later as the project was under construction.
RECOMMENDATION
I recommend that the City Council accept the improvements and authorize payment of
the contract amount of $756,203.60 to Portzen Construction for the North Grandview
Avenue and Delhi Street Roundabout Intersection Improvement Project.

INTERSECTION IMPROVEMENT PROJECT AND AUTHORIZING THE PAYMENT OF
THE CONTRACT AMOUNT TO THE CONTRACTOR
WHEREAS, the public improvement contract for the North Grandview Avenue &
Delhi Street Roundabout Intersection Improvement Project (the Project) has been
completed by the Portzen Construction, Inc. (Contractor), the City Engineer has
examined the work and recommends that the Project be accepted; and
WHEREAS, the final contract amount for the Project is $756,203.60;
WHEREAS, the Contractor has previously been paid $755,362.44, leaving a
balance of $841.16; and
WHEREAS, the City Council finds that the recommendation of the City Engineer
should be accepted.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. The recommendation of the City Engineer is approved, and the
Project is hereby accepted.
Section 2. The Finance Director is hereby directed to pay to the Contractor the
balance of the retainage of $841.16 as provided in Iowa Code chapter 573, and to pay
such retainage in accordance with the provisions of Iowa Code chapter 573 or Iowa
Code chapter 26.13.
