Dear Kevin,
This letter constitutes a request for City Council representation to serve on the Dubuque
County Resource Enhancement and Protection (REAP) Committee.
The current City Council representative on the Dubuque County REAP Committee is
Councilmember Joyce Connors.
The Dubuque County REAP Committee appointment is made annually at the first City
Council meeting in August. The term is for one year.
The Dubuque County REAP Committee generally meets annually on the second
Tuesday in August at 3:00 PM in the Supervisors Chambers on the fourth floor of the
Dubuque County Courthouse.
Enclosed is background information about the REAP program and the role of county
REAP committees.
Also enclosed is information about the REAP grant funding awarded to the City of
Dubuque by the lowa Department of Natural Resources. These grant applications were
reviewed and approved at the Dubuque County REAP Committee annual meetings.

Dubuque County REAP Committee: background information
REAP stands for Resource Enhancement and Protection. It is a State of lowa program that investS in the
enhancement and protection of the state's natural and cultural resources. lowa is blessed with a diverse
array of natural and cultural resources, and REAP is likewise diverse and far reaching. Depending on the
individual programs, REAP provides money for projects through state agency budgets or in the form of
grants. REAP also encourages private contributions that help accomplish program objectives.
REAP is funded from the state's Environment First Fund (lowa gaming receipts) and from the sale of the
natural resource license plate. The program is authorized to receive $20 million per year until 2021, but
the state legislature sets the amount of REAP funding every year. In 2017 REAP was appropriated $12
million. When you add license plate and interest income, its total budget is about$12.5 million.The
following four state agencies administer REAP programs:
. Department of Natural Resources (DNR)
. Department of Agriculture and Land Stewardship, Division of Soil Conservation
. Department of Cultural Affairs,State Historical Society
• Department of Transportation
REAP funds go into eight different programs based on percentages that are specified in the law.
First$350,000 each year goes to Conservation Education
1%of balance goes for DNR Administration
Remaining balance is then divided as follows:
1. Roadside Vegetation (3%)
2. Historical Resources (5%)
3. Public Land Management (9%)
4. City Parks and Open Space (15%)
5. Soil and Water Enhancement (20%)
6. County Conservation (20%)
7. State Open Space (28%)
REAP Committee Duties
REAP is a local, grassroots program. It is your local conservation program, guided by your local interests
for your local needs. County REAP committees have several important functions:
• Coordinate the program, plans and proposed projects developed by cities, county conservation
board and soil and water conservation district for funding by REAP.
• Review and comment upon all REAP projects before they are submitted for funding. The
signature of the county committee chairperson is necessary for all city, county conservation and
private/public cost share grant requests.
• County committees should prepare a five-year plan that includes a one-year proposed
expenditure plan for their county showing what they want REAP to accomplish in the future, and
where they want to see REAP money expended, and submit it to the DNR.
• County committees are in the best position to educate county residents on what REAP has done
for their county, along with the values and benefits of REAP.
Critically important to the success of REAP, the rest ofthe people in your county need to know of the
benefits of REAP. Educating lowans about REAP, how it works, how it is funded, how they benefit is
critical to REAP's support by the Legislature, the Governor, and the four state departments that help
operate REAP. REAP county committees are in the best position to carry out this important duty.

On behalf of Dubuque Main Street(DMS) and our Board of Directors; and as stipulated in the DMS
bylaws, I am writing to invite/request the Dubuque City Council appoint a member of the council to our
board of directors and Executive/Organization Committee.
Per our Contract of Services with the City, DMS is your downtown development corporation and partner.
As a 501(c)3 not-for-profit organization, we receive approximately 20 percent of our funding from our
contract with the City and 80 percent from other sources.
As we work for continuous betterment and development of your city center,DMS greatly values input
from City Council and City Staff representatives.
Ric Jones currently holds the DMS board position on your behalf. As we work on the same fiscal year as
the city, Ric's term technically expires on June 30, 2018,but as has always been the policy, we will adjust
terms and our board will vote per your decision/appointment at your first meeting in January. Having
made that statement,the council should know Ric has served our board very well and we would certainly
welcome his reappointment.
Our board meets on the fourth Wednesday of most months, with some adjustments in the summer and for
the November/December holidays. I am attaching our current schedule for calendar 2018.

The City's representative on the Examining Board is Barry Lindahl. Barry was appointed in 2015 to a 6 year term.
The Examining Board only meets if there is a vacancy in the City Assessor position or an appeal of disciplinary action by
the Deputy Assessor.
When the term has expired the City Assessor's office will request the City Council to appoint someone to the Board and �
it will be recorded at the meeting of the City Conference Board.
The parts of the Code of lowa that deal directly with the Examining Board are 441.3,441.4,441.6,441.7, and 441.10(4).
