Marine fuel tax, docking facilityPrepared by: Laura Carstens, City Planner Address: City Hall RESOLUTION NO. 7-00 Telephone: 589-4210 -00 RESOLUTION AUTHORIZING APPLICATION FOR MARINE FUEL TAX GRANT FOR CONSTRUCTION OF NON-MOTORIZED WATER CRAFT DOCKING FACILITY Whereas, the Dubuque Dragon Boat Association (DDBA) has requested that the City of Dubuque sponsor a Marine Fuel Tax grant application to the Iowa Department of Natural Resou¢ces (IDNR) for construction of a docking facility for paddle sports and non-motorized water craft on the Mississippi River; and Whereas, the goals of the City and DDBA are to promote healthy lifestyles for the people of Dubuque, to increase the number and variety of water recreational access sites, and to expand recreational opportunities on the riverfront; and Whereas, the City has an adopted Riverfront Plan that places a high priority on recreational improvements to Schmitt Island; and Whereas, the City recognizes the recreational potential of the DDBA's request for a non- motorized water craft docking facility. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the Planning Services Manager is hereby authorized to submit an application for Marine Fuel Tax funds to the IDNR, sponsoring the DDBA's request for the construction of a docking facility for paddle sports and non-motorized water craft on the Mississippi River, Section 2. The funding would be used to build a docking facility for paddle sports in the city of Dubuque. We will also be applying for a Dubuque Racing Association grant to match funding for labor and equipment on this project. The purpose of this dock facility is to enhance the riverfront in the city of Dubuque by providing a recreational area for the public to use. From the professional white-collar worker to the under-privileged teen in a City recreation class, all would be able to enjoy the healthy benefits of water recreation on Dubuque's great.est natural resource, the Mississippi River. This facility would provide a site for the entire community to enjoy water recreation and the Mississippi River. The dock would be designed to meet all Iowa Department of Natural Resources (IDNR) requirements for docks on Iowa waters. It also would be built of durable galvanized steel and plastic, to give the dock a long life. The facility would be accessible to persons with disabilities. The preferred site for the docking facility is on Schmitt Island along the Peosta Channel, near the University of Dubuque (UD) wetlands monitoring station. The site can be accessed from a gravel road to the Dubuque Water Ski Club, which is planned to be converted to a bike/hike trail in the future. Parking is available nearby at the east parking lot of the Dubuque Greyhound Park and Casino. The final selected site may be different, based on permit requirements of the IDNR and Corps of Engineers. The DDBA, a non-profit organization, would like to build a docking facility for paddle sports and non-motorized water craft on dverfront property owned by the City. The DDBA's letter of request, a resolution and the grant application are attached for the City Council's review and approval. The DDBA dock would be a place where people could come to learn water safety, to join in the sport of dragon boating, and to leam to paddle a variety of human powered craft. The DDBA would store dragon boats and equipment at the facility. It also would be a place for people to store rowing shells, kayaks and canoes. The dock would be designed to meet all Iowa Department of Natural Resources (IDNR) requirements for docks on Iowa waters. It also would be built of durable galvanized steel and plastic, to give the dock a long life. The facility would be accessible to persons with disabilities. Total project cost is approximately $52,625.00. The IDNR will fund up to 75% of the project cost, which is $39,459.00. The DDBA would be responsible for raising the 25% local match of $13,156.00. The City would incur indirect costs of grant administration and bid preparation, similar to the Marine Fuel Tax grants that the City has received for the boat ramps at Hawthorne Street Peninsula and on Schmitt Island. The DDBA would participate in the operation and maintenance of the facility, once constructed. The preferred site for the docking facility is on Schmitt Island along the Peosta Channel, near the University of Dubuque (UD) wetlands monitoring station. The site can be accessed from a gravel road to the Dubuque Water Ski Club, which is planned to be converted to a bike/hike trail in the future. If terms of a lease could not be agreed upon, the grant would be returned. The installation of the docking facility compliments the City's existing recreational facilities on Schmitt Island, and expands the recreational opportunities for residents and visitors alike. I recommend that the City Council adopt the attached resolution and application for a $39,469.00 Marine Fuel Tax grant to construct the docking facility requested by the DDBA.
