Proof of Publication City Council Proceedings Special 4 6 09CITY OF DUBUQUE, • IOWA CITY COUNCIL PROCEEDINGS OFFICIAL The Dubuque City Coun- cil met in special session at 5:00 p.m. on April 6, 2009 in the Historic Feder- al Building. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, Voetberg, City Manager Van Milligen, City Attorney Lindahl Mayor Buol read the call and stated this is a special session of the City Council to act upon such business that may properly come before the City Council. WORK SESSION KEYLINE TRANSIT COMPREHENSIVE OPERATIONAL ANALYSIS Economic Development Director Dave Heiar intro- duced ECIA staff, Transit Board Members, First Transit employees, and LSC Transportation con- sultants who were in at- tendance. Heiar gave a brief history of the Transit Comprehensive Operation Analysis and an explana- tion of the documents pro- vided to City Council. A.T. Stoddard of LSC a slide presentation of the .results of the Transit Com- prehensive Operation Analysis, which consisted of: • Overview: project over- view, onboard survey, pas- senger counts, demand analysis, service evalua- tion, community input and service options. • Study Process o Service Evaluation: op- erational data, financial da- ta, ridership data, boarding and alighting counts onboard survey, driver meeting, public meetings service options, proposed changes, draft plan • Demographics: popula- tion density; worker flow to downtown and Port of Du- buque • On-Board Survey: annual household income, pas- senger perceptions, pas- senger counts, demand analysis, Keyline service evaluation • Route Productivity: pas- ' sengers per service hour; passengers by time; Mini- bus passengers by time; peer system (comparisons) productivity, cost per hour, ~~ cost -per passenger, paratransit cost .per pas- senger • Community input • Service Concepts (Op- tions 1-6) • Vehicles: size and fuels City Council discussion included a general disap- pointment over the lack of innovative ideas and out- of-the-box solutions stat- ing that the analysis mostly contained basic demo- graphic information and route modifications that the system . has experi- enced over many years: It was noted that federal stimulus funds are availa- ble for cities that can pro- vide innovative plans, and the City is poised to take advantage of the funding. Council members ex- pressed interest in in4or- mation regarding route lengths, time frames, schedules, as well as mar- keting the system to citi- zens who wouldn't usually use public transit. General- ly Council Members liked the concept of "circulator" areas and believed that Option #6 showed some potential orfavored a solo- lion that includes a mix of service options and` vehi- cles.
