INTRODUCTION
The purpose of this memorandum is to request authorization to distribute a
quest for Proposal (RFP) to seek qualified firms interested in providing street
and utility design for the public infrastructure associated with the Historic Millwork
District.
BACKGROUND
The Historic Millwork District was selected as one of the Top 10 community
projects through the Envision 2010 process. The District has over 1 million
square feet of underdeveloped space that has the potential to be a neighborhood
where citizens can live, work, and play in a common area. The space is primarily
owned by four property owners who are actively engaged in the revitalization of
the district. There are a number of creative industries as well as technology-
based companies that are currently located in the warehouse district.
A master plan for the area was developed and recommends maximizing
community, environmental and economic benefits through cooperation between
the public and private sectors.
DISCUSSION
The professional consultant services contract for the Millwork District -Street &
Utility Improvements RFP will include the following:
- Preliminary and final design services for the reconstruction of Jackson Street
between 7th and 11th Street, 10th Street between Jackson Street and Elm
Street and the reconstruction of Washington Street between 9t" Street and
10t" Street. Designing the reconstruction of Washington Street from 10t" to
11 t" Streets will be an add alternate.
The project would include designing for the reconstruction of the street pavement
with curbs, reconstruction of sanitary and storm sewers and installation of new
watermain. This project would also provide for infrastructure support for adistrict-
wide energy plant. The streetscape, street lighting and fiber optics infrastructure
will be addressed in separate RFP.

professional services agreement
The selected consultant will complete the study under the general direction and
coordination of the City's Engineering Department as authorized by the City
Council.
BUDGET IMPACT
The budget for the work outlined in the RFP is estimated to be in the range of
$150,000 - $225,000 depending on the negotiated final scope of services. The
consultant work will be funded from the following Capital Improvement Program
appropriations: Warehouse District Street Reconstruction; Warehouse District
Sanitary Sewer Rehabilitation; Warehouse District Storm Sewer Reconstruction
and Warehouse District Water Main Infrastructure Replacement.
ACTION TO BE TAKEN
I respectfully request the City Council approve the distribution of the Request for
Proposal (RFP) for the Millwork District -Street & Utility Improvements Project.

Jackson Street from 10th to 11th

10th Street from Washington Street to Elm Street is currently a gravel street that is lined
by historic buildings. There is no existing curb or sidewalks present. As is the case on
the other block of 10th Street, loading docks, overhead doors and other structures are
present along the corridor.

Washington Street from 9th Street to 10th Street has similar characteristics to 10th Street
in that it is a gravel street with no existing curb and gutter. Loading docks, overhead
doors and other structurs are adjacent to the street in this corridor. Washington Street
from 10th to 11th Streets has an existing building/loading dock blocking the street. The
building would be removed to accommodate the street.

Existing Utilities
There is an existing sanitary sewer under 10th Street from Jackson to Washington
Streets and existing Storm Sewer under Washington Street from 9th to 11th Streets.
There is existing water main in Washington Street and 10th Street in the project
corridor. Below is a schematic of what and where the City utilities are in the corridor.
The green lines are sanitary sewer, the blue lines the water main and the brown lines
are the storm sewer.
