Van Milligen, City Manager FROM: Bob Green, Water Department Manager SUBJECT: Eagle Point Water Plant Clear Well Reservoir Rehabilitation Phase II (Pipe Coating) Project - CIP 7401828-62712 INTRODUCTION: The attached Resolution authorizes the award of the construction contract for the Eagle Point Clear Well Reservoir Rehabilitation Phase II (Pipe Coating) Project. BACKGROUND: The Eagle Point Water Plant provides the City with its potable water. After the water is treated and filtered it is stored in two clear wells located at the Water Plant before being pumped into the water distribution system. The west clear well was constructed in 1880 and has a storage capacity of 650,000 gallons. This clear well was built using large lime stone blocks for the floor and walls. A concrete roof was added several years later. Since its construction, the interior piping has developed corrosion requiring them to be cleaned and coated. This past year, Phase I of this project focused on the structure being rehabilitated and now is prepared for its final stage of repair with the internal coating of its transmission pipes. OBJECTIVE: The main objective of Phase II of the project is the internal coating improvements to the pipes and additional cleaning to the west clear well. BID RESULTS: Sealed bids were received for the Project on April 8, 2009. K & W Coating, LLC of Elkader, Iowa submitted the low bid in the amount of $35,000. This amount is approximately 32.5% under the estimate of probable cost. A summary of the bid proposals received are as follows: COMPANY LOCATION BID AMOUNT 1. TMI Coating St. Paul, MN $48,400 RECOMMENDATION: The bid proposals for this project have been reviewed by the Water Department's Consultant Firm, V & K Engineering of West Des Moines. It is their recommendation to proceed with the low bidder, K & W Coating, LLC of Elkader, Iowa. This project phase has been reviewed and approved by the Iowa Department of Natural Resources SRF Clerk-Specialist, Eunice Boyd. This review and approval process is required when State Revolving Funds are to be used. Staff and I concur with the recommendation(s) and request that the Contract be awarded to K & W Coating, LLC of Elkader, Iowa in the amount of $35,000. BUDGET IMPACT: The estimate of probable cost for the Clear Well Rehabilitation Pipe Coating Project is summarized as follows: Estimate: Construction Contract $ 40,000 Contingency 6,000 Construction Engineering & Inspection 6,000 Total Estimated Rehabilitation Coating Cost $ 52,000 The interior coating to the west tank transmission pipes was scheduled to take place under a separate contract immediately following completion of the construction rehabilitation to the structure of this tank. The following fund summary is as follows: Funding for this project has been secured through prior approval of a state revolving loan fund. CIP NO. Prepared by Bob Green, Water Department Manager ve cc: Jenny Larson, Budget Director Jackie Vanek, Water Plant Manager File RESOLTUION 142-09 AWARDING PIJLIC IMPROV MENT CONTRACT FOR THE EAGLE POINT WATER PLANT CLEAR W LL RESERVOIR PHASE II REHAILITATION (PIPE COATING) PROJECT Whereas, sealed proposals have been submitted by contractors for the Eagle Point Water Plant Clear Well Reservoir Phase II Rehabilitation (Pipe Coating) Project (The Project) pursuant to Resolution 116-09 and Notice to Bidders published in a newspaper in the City of Dubuque, Iowa on the 20t" day of March, 2009. Whereas, said sealed proposals were opened and read on the 8th day of April, 2009, and it has been determined that K & W Coating, LLC of Elkader, Iowa with a bid in the amount of $35,000 is the lowest responsive, responsible bidder for the Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a Public Improvement Contract for the Project is hereby awarded to K & W Coating, LLC of Elkader, Iowa and the City Manager is hereby directed to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
