investment policy has been recertified by the Association of Public Treasurers of the
United States and Canada and approved for the Certificate of Excellence Award.

SUBJECT: City of Dubuque Investment Policy Recertification by the Association of
Public Treasurers of the United States & Canada
DATE: April 28, 2009
The City of Dubuque received notification yesterday that our investment policy has been
recertified by the Association of Public Treasurers of the United States & Canada and
approved for the Certificate of Excellence Award. The policy was updated and
approved by the Investment Oversight Advisory Commission at their October 22, 2008
meeting. The City Council approved the policy at their November 3, 2008 meeting.
Information was submitted to the Association of Public Treasurers of the United States
& Canada for recertification on December 5, 2008.
The City's Investment Policy was originally certified in 1992 and recertified in 2000. It's
always positive to receive notification from peers that City policies are approved for
awards.
The Investment Policy was reviewed over a period of time. Input was received from the
investment managers, Investment Oversight Advisory Commission, an independent
investment advisor, Jean Nachtman, Assistant Finance Director and myself.

Investment Policy and approved your entity's policy for the Certificate of Excellence Award.
You are invited to attend the APT US & C annual conference to receive your award. Plaques are
presented, if requested, by the President of the association and the Chairperson of the
committee. This year, the 44tH conference will be held in Spokane, Washington from July 26tH
through July 29tH. We hope you will be able to attend. If not, we will mail it to you after the
conference.
As a recipient of the Certificate of Excellence Award, you are eligible to join our committee and
become a reviewer. We are always in need of finance officers to serve on our committee.. It's a
