Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager SUBEJCT: Unified Development Code (UDC) -- City Council Work Sessions DATE: April 24, 2009 INTRODUCTION The purpose of this memorandum is to request that the City Council schedule work sessions on the draft Unified Development Code (UDC). DISCUSSION We are recommending that Planning Services staff review the draft UDC with the City Council at a series of work sessions in May and June, now that we have completed our reviews with you, the Zoning Advisory Commission, the Zoning Board of Adjustment, and the UDC Citizen Advisory Committee. Planning Services staff also hosted a series of UDC open houses for the general public, the Developers' Roundtable and other stakeholders from November, 2008 through March, 2009. Draft UDC articles were posted on the City's website prior to the open houses. The Zoning Advisory Commission required 5 work sessions to review the UDC, and these sessions lasted 1.5 to 2 hours each. We suggest that the City Council schedule 4 work sessions on May 11 and May 27 and June 8 and June 29 so they can have adequate time (approx. 2hours/ session) to conduct their review. These dates do not conflict with regular City Council meetings, so a sufficient review and comment period can be accommodated at the work sessions. We do not plan to begin UDC public hearings with the Zoning Advisory Commission until after the City Council completes their work sessions. REQUESTED ACTION The requested action is for the City Council to schedule work sessions on the draft Unified Development Code (UDC). cc: Kyle Kritz, Associate Planner
