Parking Ramp Conceptual Design and Cost Estimate_FINAL Report 5 4 09Parking Ramp - Conceptual Design and Cost Estimate Final Report THE CITY OF DUBUQUE Showing the Spirit City of Dubuque Dubuque, Iowa DESMAN ASSOCIATION Executive Summary Background and Study Purpose The City of Dubuque, Ioeva has commissioned Desman yssociates to evaluate alternative sites for a new parking ramp in dosvntosvn Dubuque, and provide conceptual design and cost estimates, for providing approximately 900 to 1,000 new parking spaces in the doc~mtoum area. The ramp would be used to support existing and potential ne~a+ development in the vicinity of the Toga=n Clock Plaza and the Roshek Building at Seventh and Locust Street. Alternati~+e Sites Two sites were considered initially: Fifth and Bluff, currently occupied by a City of Dubuque parking lot, and Ninth Qild Central, currently occupied by a city parking lot and a city fire station. The fire station has access to equipment bays from Ninth Street and from the parking lot to the north. Two additional sites were added during the initial study stage. They are Fifth and Main, currently occupied by a city parking tot and the United Z~Iay Building, and potential expansion and replacement of the existing Iov+a Street Garage on Iowa between Sixth and Eighth Streets. The locations of the four sites are shown in Figure 1. Preliminary Site assessment A preliminary analysis was completed for a pv~king ramp on each site, vrith a net gain of either 500 or 900 spares. That analysis included parking ramp conceptual plans shovaing the ground level, a typical parking level, elevations and a prelimilivy cost esdrnate. Based on that lxelirninary analysts the number of sites ~a+as reduced to ttivo: Fifth and Ir4ain and Nnth and Central. The Fifth and Bluth site ~.=as rejected because of the height of the stn.uG.ire required in comparison to the height arld scale of surroun.~ing buildings and its location adjacent to historic buildings. Replacement of the Iovaa Street Ramp ~a=as iieerned too expensive, and it would require the temporary loss of over 600 existing parking spares during ramp construction. Based on the preliminary findings the city directed Desman to do a more detailed analysis and cost estimate for the Fitth/Main and the NinthlCentral sites, including a comparison of the advantages and disadvantages of constnlcting a necv parking ramp at each site. Proposed Pat•king Sites Maas S,6~et-Sj' in i" Site The Main Street-5"'to 7"'site is currently occupied by a city parking lot with 85 parking spaces between Fifth and Si.tth Streets and a one level United Way building between Sixth attd Seventh Streets. Several options were considered For this site, and after a preliminary assessment a single option with a net gain of 900 parking spaces was selected for further consideration. A~fatn-Fit?hmSixth ~ tna~a - si.~cth to a;~d, D E S M r~ ~l Nnth and Central Site The Ninth and Central Site is currently occupied by a 119 space surface lot and a fire station with access to the equipment bays on Ninth Street, and access from the north via the surface lot. Initially several alternatives were considered for this site with a 500 space net gain. • Parking structure north of the fire station with a westerly expansion of the fire station, which included replacement equipment bays. • Parking structure west of the fne station • Parking structure on west side of the fire station with new fire station on Central Street with access to Ninth Street and Tenth Street After discussion with the city it was decided to pursue a parking ramp on the entire site with a net gain of 900 spaces, with t-he fire station relocated to another site, potentially just south of the existing station on the south side of Ninth Street.. Conceptual Design and Preliminar<=Cost Estimates A conceptual design was prepared for each site showing the ground level plan, a typical level, the top level, and building elevations. A preliminary cost estimate was also prepared for each site. The back-up material which supports the efforts described above has been included in the body of the report and in the Appendix to the report. Main Street--5th to 7r~ Site Option The Main Street-5a' to 7th site includes the existing united Way Building on the north portion of the site, north of Sixth Street. That property would need to be acquired and demolished. Temporary or permanent new quarters would also need to be found for United Way and their tenants. The parking ramp would be built on the site of the existing parking lot and the United Way Building site. The site is wide enough to accommodate the structure without encroaching on the existing alley between the site and the existing Ecumenical Towers building. The ramp structure would be a two bay double helix on the south side of the site between Fifth and Six Streets. North of Sixth Street the ramp would have level floors beginning at Level 3 of the structure to provide sufficient clearance to alloy for retailicommercial space on the ground level. The commercial space could be occupied immediately if there is demand, or used temporarily for parking until commercial tenants are secured. If United Vi~'ay is not acquired in a timely manner, the project can be phased by initially construction the south portion which includes the floor to floor ramping system. The estimated project cost in 2009 dollars for the Main-5~'to 7th site is shown in Table 1. The detailed cost estimate is shown in the Appendix. Ninth and Central Site Option The Ninth and Central site would need to be an eight level structure to achieve the required net gain of 900 spaces. The plans and elevations are shown on the attached drawings. The ramp would consist of three parking baus with two of the three bays sloping in a double helix configuration with a level bay along Central Street. The parking structure entrances and exits would be on Ninth and Tenth Streets, which are both one-way streets. Concept drawings showing the floor plans, schematic traffic flow and elevations are shown following the Executive Summary text-"Ninth Street Site." A summary of the estimated project cost in 2009 dollars far the Ninth and Ceritral site is shown in Table 2. The detailed cost estimate is shown u1 the Appendix. Parking Ramp Conceptual Design and Cost Estimate for Downtown Dubuque-Executive Summary Dubuque, Iowa Final Report Apri12009 ii Comparison of Main Street-5th to 7th and Ninth/Central Sites A comparison was done of the two sites, assuming commercial/retail space at the ground level for the Fifth and Nlain site. Based on that comparison, there are a number of compelling reasons why the Nlain-5th to 7th site is superior to the Ninth Street site, as follows: 1. Main Street-5th to 7th is closer to the Town Clock Plaza and the Roshek building. This building and the plaza are less than 100 feet away from the Main-Sth to 7th site at its nearest point, compared with over two blocks from the Ninth and Iowa site at its nearest location. 2. Main Street-5th to 7th has a lor~~er garage height. The Main-5th to 7th site would have seven levels compared with eight at Ninth Street. The ramp height could be lowered one level mare if the ground level space is eliminated; however, from an urban design perspective it does make sense to have ground level commercial uses, if the demand is there. 3. Main Street-5th to 7th can be available for occupancy much earlier than Ninth Street. Construction can begin at Main-5th to 7th on the existing parking lot site even before the United Way building is vacated and demolished. Construction on the remainder of the site can commence after the building is demolished. Construction at the Ninth Street site is complicated because of the existing fire station. A site for a replacement fire station needs to be secured and the new fire station needs to be designed and constructed before the site would be available for ramp construction. It is estimated that construction on the Ninth Street site would be delayed by more that 18 months, assuming six months far design and bidding, plus 12 months for construction of the new fire station. The earliest a new parking ramp could be in operation at this site would be about 30 months, assuming a 12 month construction period for the new ramp. The Main-5th to 7th ramp could be ready in appr•oximatel}~ 16 months, assuming four months for design and bidding and 12 months for construction. 4. Main Street -5th to 7th retail space can be an added source of income. If retail space is included in the ground level of the Main-5th to 7th structure it could be an added source of revenue for this site. The cost of the parking facility at Main Street-5th to 7th is more expensive than the Ninth Street site because of the allowance for the retail space on the ground level. However, the Ninth Street site does not include an allowance for the new fire station, including site acquisition, design and construction. This cost is estimated to be in the range of $4-5 million, not including site acquisition. Adding these costs to the Ninth Street site would make it as expensive as the Main-5th to 7th site. Recommended Concept- NIain Street-5th to 7th Site Based on the preceding analysis, and the need to have the ~arage operational as soon as possible, Desman recommended that the City proceed with the Main Street-5 to 7th site. Following a meeting with the City on March 30, 2009, the City decided to proceed with the Nlain Street-5th to 7th site in a two phased structure. United Way would remain in its current location until the space in the new garage is ready for occupancy. Construction on the second phase, on the north side of the site, would then commence after demolition of the existing building on the site. The two phase construction provides a considerable advantage for this concept, which does not require any temporary relocation of United Way during construction while Phase 1 is being built. United Way can move into the lower level of the Phase 1 structure after it is complete. Phase 2 construction can begin following demolition of the existing building on the north side ofthe site. The recommended concept for the Main Street Site is shown at the end of the Executive Summary-"Main- Sth to 7th Site-Recommended Plan". Phase 1 will provide 57b spaces and Phase 2 approximately 479 spaces, for a total capacity of 1,055 spaces. The total net gain after both phases are complete would be approximately 970 parking spaces. A summary of the estimated cost of the recommended concept is shown in Table 3. The ramp would be used to support existing and potential new development in the vicinity of the Town Clock Plaza and the Roshek Building at Seventh and Locust Street. As part of the process, the City oFDubuque issued a Request for Proposal (RFP) on January 20, 2009 to evaluate alternative sites for a parking ramp(s) for new employee parking. Two general options were considered: (1) providing a single multi-story parking structure utith approximately 900 necw spaces or (2) providing tvro separate structures with 500 spaces each,for a total of approximately 1,000 newt parking spaces to be ready for occupancy in spring 2010. Alternative Sites Two sites were considered initially: Fifth and Bluff, currently occupied by a City of Dubuque parking lot, and Ninth and Central, currently occupied by a city parking lot and a city fire station. The fire station has access to equipment bays from Ninth Street and from the parking lot to the north. Two additional sites were added once the study got underway. They are Fifth and Ivlaln, currently occupied by a city parking lot and the United Way Building, and the existing Iowa Street Garage on Iowa between Sixth and Eighth Streets. The locations of the four sites are shoutn in Figure 1. Fifth rrnd Bluff Site The Fifth and Bluff site is currently occupied by a l27 space parking lot. The site slopes up from Fifth Street and there is a retaining utall on the west side of the site as Bluff Street rises. Several alternatives utere considered for the site: a garage with a net gain of about 500 spaces, and a net gain of about 900 spaces, each with and without retail space along Fifth Street. In addition to the retail space, the city wants to include public restrooms, parking office space and bicycle storage at this site. Naaatla road Ceaatrad Sate The Ninth and Central Site is currently occupied by a 119 space surface lot and a fire station with access to the equipment bays on Ninth Street, and access from the north via the surface lot to the north. Several alternatives were considered for this site with a 500 space net gain. • Parking structure north of the fire station with replacement equipment bays to the east. • Parking structure east of the fire station • Parking structure on east side of the fire station with new fire station on Central Street with access to Ninth Street and Tenth Street • Parking structure on entire site, utith fire station relocated to another site. This site was also considered for a larger structure with a 900 space net gain Provision for a parking office and public restrooms is also to be included at this site. The garage configuration would be a double helix on the t`vo innermost bays with a level floor along Fifth Street with the third parking bay. With these schemes the number of levels would be about eight levels to achieve a net gain of about 500 spaces, and 11 to 13 levels to achieve a net gain of approximately 900 spaces. The actual garage capacity would be 600 to 700 spaces for the 500 space net gain, and over 1,000 spaces for the 900 space net gain. Option 1, with 13 levels is not practical because it exceeds the number of turns considered acceptable to drivers. Based on this preliminary analysis the city directed Desman Associates to do more detailed studies of the proposed site to incorporate the property to the north to add a parking bay to the garage to reduce the height of the garage in relationship to the surrounding structures on Main Street and on Fifth Street for both the 500 and 900 space alternatives. Parking Ramp Conceptual Design and Cost Estimate for Downtown Dubuque 2 Dubuque, Iowa Final Report-Apri12009 Ninth and Central Site Four alternative concepts were initially considered for this site, with a net gain of 500 parking spaces. The three concepts 4vere as follows: • Option 1-Two bay garage north of fn•e station with three new equipment bays east of the existing equipment bays, plus potential for public restrooms. • Option 2-Two bay garage east of fne station • Option 3-Two bay garage on east side of site with new fire station on west side of site along Central Street. Option 1 would be the tallest structure because the site dimension is shorter along Ninth and Tenth Streets than it is on either Central or Iowa Streets. Based on this preliminary analysis the Parking Ramp Conceptual Design and Cost Estimate for Downtown Dubuque Dubuque, Iowa Final Report-Apri12009 city directed Desman Associates to do more a detailed study of the proposed site to incorporate a parking structure on the entire site with the fire station relocated to another site. Main Street Site-between Fifth and Seventh Streets Several options were evaluated for the Fifth and Main site to accommodate 500 and 900 net new spaces. The details of those options are shown in the Appendix. Based on that analysis the city directed Desman Associates to evaluate in more detail an option that would include a parking structure on the entire site, from Fifth Street to the plaaa, with ground level commercial space to replace the existing space in the United Way Building. Iowa Street Ramp Site This site is currently occupied by the 625 space Iowa Street Ramp. This option would include the demolition of the existing ramp and replacing it with a new parking structure with approximately 1,600 new parking spaces, for a net gain of over 900 spaces as shown below in Table 3. Based on the preliminary assessment this 3 site was eliminated from further consideration because of the large size of the garage which would exceed the budget available for the project at this time. Prelinrinary Analysis Summary Based on the preliminary analysis, the City of Dubuque directed Delman Associates to do more detailed site studies at t1u•ee of the sites with elevation studies and cost estimates. • Fifth and Bluff-500 and 900 net new spaces • Ninth and Central Street-full site with 500 and 900 net new spaces, and fire station relocated to another location • Main Street Site-500 and 900 net new spaces Conceptual Design and Cost Estimates for Three Sites Following the preliminary assessment at the four sites, more detailed drawings, including elevation drawings showing the relative height of the structure, and a cost estimate were developed for Fifth and Bluff, Ninth and Central and the Main Street site. The drawings for each site are contained in the report. Fifth andBluff Street Site Option The Fifth and Bluff site was expanded from the initial concept to include the existing apartment building to the north {605 Bluff Street). That site would need to be acquired and demolished before construction could begin. The drawings showing the floor plans with retail, office space and restrooms, the schematic traffic flow diagram and the elevations for 500 and 900 net new spaces are shown in the report. The estimated project cost in 2009 dollars for the Fifth and Bluff site is shown in Table 4. The detailed cost estimate is contained in the Appendix. The estimated project schedule for the 900 space option would be approximately 17'/z months, assuming a very aggressive design schedule to meet the city's requirements to have the garage available as early as possible in 2010. .Main Street Site Option The Main Street site includes the existing United uTay Building that would need to be acquired and demolished, with new space for them incorporated on the ground level of the parking deck. Temporary quarters would also need to be found while the site is being prepared and while the garage is under construction.
