4 6 09 City Council Proceedings Special_Official CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS OFFICIAL The Dubuque City Council met in special session at 5:00 p.m. on April 6, 2009 in the Historic Federal Building. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, Voetberg, City Manager Van Milligen, City Attorney Lindahl Mayor Buol read the call and stated this is a special session of the City Council to act upon such business that may properly come before the City Council. WORK SESSION KEYLINE TRANSIT COMPREHENSIVE OPERATIONAL ANALYSIS Economic Development Director Dave Heiar introduced ECIA staff, Transit Board Members, First Transit employees, and LSC Transportation consultants who were in attendance. Heiar gave a brief history of the Transit Comprehensive Operation Analysis and an explanation of the documents provided to City Council. A.T. Stoddard of LSC Transportation, Colorado Spring, Colorado, provided a slide presentation of the results of the Transit Comprehensive Operation Analysis, which consisted of: ? Overview: project overview, onboard survey, passenger counts, demand analysis, service evaluation, community input and service options. ? Study Process Service Evaluation: operational data, financial data, ridership data, boarding o and alighting counts onboard survey, driver meeting, public meetings service options, proposed changes, draft plan ? Demographics: population density; worker flow to downtown and Port of Dubuque ? On-Board Survey: annual household income, passenger perceptions, passenger counts, demand analysis, Keyline service evaluation ? Route Productivity: passengers per service hour; passengers by time; Minibus passengers by time; peer system (comparisons) productivity, cost per hour, cost per passenger, paratransit cost per passenger ? Community input ? Service Concepts (Options 1-6) ? Vehicles: size and fuels City Council discussion included a general disappointment over the lack of innovative ideas and out-of-the-box solutions stating that the analysis mostly contained basic demographic information and route modifications that the system has experienced over many years. It was noted that federal stimulus funds are available for cities that can provide innovative plans, and the City is poised to take advantage of the funding. Council members expressed interest in information regarding route lengths, time frames, schedules, as well as marketing the system to citizens who wouldn’t usually use public transit. Generally Council Members liked the concept of “circulator” areas and believed that Option #6 showed some potential or favored a solution that includes a mix of service options and vehicles. Staff and consultants will consider the City Council’s feedback for a final report to be presented at a later date.
