4 20 09 City Council Proceedings Special_Official CITY OF DUBUQUE, IOWA CITY COUNCIL PROCEEDINGS OFFICIAL The Dubuque City Council met in special session at 5:00 p.m. on April 20, 2009 in the Historic Federal Building. Present: Mayor Buol, Council Members Braig, Connors, Jones, Lynch, Resnick, Voetberg, City Manager Van Milligen, Assistant City Attorney O’Brien Mayor Buol read the call and stated this is a special session of the City Council to discuss the Washington Neighborhood Plan. WORK SESSION WASHINGTON NEIGHBORHOOD PLAN Housing and Community Development Director David Harris introduced the staff team, Americorps and Vista volunteers, and citizen coordinating committee attendees who were involved in the planning process. Harris then provided a history of the Washington Neighborhood Revitalization since its kick-off in 2005 highlighting the neighborhood’s many successful projects, awards, businesses, partnerships, activities, and programs. Scott Goldstein of Teska Associates, Evanston, Illinois, presented the Washington Neighborhood Plan. Highlights included: ? Overview of the planning process Planning process flow chart o Progress & accomplishments o Vision to projects o ? Neighborhood characteristics Land use and zoning o Neighborhood Assets o Adjacent areas of influence o Housing characteristics o Economic potential analysis o ? Major plan recommendations Business support and development o Youth/family support and programs o Housing and community development o ? Summary Harris recommended the creation of a Washington Neighborhood Development Corporation (WNDC) and its mission to implement the Washington Neighborhood Strategic Plan, strategy, goal and mechanism. Potential funding sources include Dubuque Initiatives, Neighborhood Development Corporation/NeighborWorks partnership, direct City allocation, Community Foundation of Greater Dubuque, and federal/state grants and foundations. City Council stated they were impressed with the amount of work and the level of innovation related to the plan. The concept of a Business Owner Association was positively received. Following discussion and a question/answer period, the City Council reached consensus on recommending starting the process toward creating the Washington Neighborhood Development Corporation.
