Minutes_Cable TV Teleprogramming 4 7 09MINUTES OF CABLE COMMUNITY TELEPROGRAMMING COMMISSION MEETING April 7, 2009 CITY HALL ANNEX - 2nd FLOOR CONFERENCE ROOM #2 MEMBERS PRESENT: Jennifer Tigges, Sr. Carol Hoverman, George Herrig, Pauline Maloney. MEMBERS ABSENT: Burton Everist, Alan Vincent. One seat is vacant on the Commission OTHERS PRESENT: Jim Barefoot, Mediacom Marcus Soukup, Mediacom Becky Specht, Wahlert High School Craig Nowack, City of Dubuque Mr. Herrig called the meeting to order at 4:06 p.m. Acceptance of the Agenda Upon a motion by Sr. Hoverman, seconded by Ms. Maloney, the agenda was accepted as published by a vote of 4-0. Approval of the Minutes of the March 3, 2009, Meeting Upon a motion by Ms. Tigges, seconded by Sr. Hoverman, the Minutes of the March 3, 2009, Meeting were approved 4-0. Public Comment Sr. Hoverman complimented Ms. Specht on the programs being produced at Wahlert High School. Access Equipment & Expenditures Ms. Specht presented a new request for approximately $39,000 for a remote production package that contained a Tricaster instead of the Sony Anycast. Mr. Barefoot informed the Commission that Wahlert High School contributes the most programming to the shared educational channel. Sr. Hoverman moved to allow up to $40,000 for the requested equipment. The motion was seconded by Ms. Maloney and failed by a motion of 3-1, with Ms. Tigges voting no. Ms. Tigges moved to allow up to $38,500 for the requested equipment. The motion was seconded by Ms. Maloney and approved 4- 0. Mr. Barefoot presented a request for $4,937 for various equipment for the FM radio studio and Adobe CS4 software upgrades for the PC editing computers. Ms. Maloney moved to allow up to $5,300 for the items. The motion was seconded by Sr. Hoverman and approved 4-0. Mediacom Cable Report Mr. Barefoot informed the Commission that the audio issues with the Cablecast system have been rectified. Now the concern is workflow issues. First he has to capture programs on the server, mark the proper start and end points, and optimize each program. This takes a tremendous amount of time and programs are stacking up, waiting to be dealt with. Marcus has gone into the system and made some changes to the drives and memory in an attempt to alleviate any problems that the computer's operating system might be causing. They are also now ready to start building pages with the bulletin board component of the system. Cable TV Report Mr. Nowack announced that City Expo is a week from today. A new program on severe weather spotter training premieres on Thursday and a program on rain gardens and bio-retention premieres a week from Thursday.
