Minutes_Civil Service Commission 3 31 09CIVIL SERVICE COMMISSION MINUTES Date: Tuesday, March 31, 2009 Time: 9:30 a.m. Place of Meeting: City Hall -Conference Room A Present: Commissioner Dan White, Commissioner Jim Schilling, Randy Peck, Dan Brown, Kim Wadding, Wayne Dow, Tim Horsfield Absent: Chairperson Otto Krueger Approve Minutes from January 20, 2009: Motion by Schilling to approve the minutes of January 30, 2009. Seconded by White. Motion passed 2-0. Request to Schedule Entrance Examination and Approve Recruitment Process for the Position of Police Officer: Personnel Manager Peck spoke about the recruitment and certification procedure and asked that remote testing sites be established along with using the POST test. Motion by Schilling to schedule an entrance examination for the position of Police Officer, that the application deadline be 5:00 p.m., April 20, 2009 with test being conducted at 9:00 a.m. on May 2, 2009, at Clarke College. Seconded by White. Motion carried 2-0. Request to Schedule Entrance Examination and Approve Recruitment Process for the Position of Police Chief: Peck recommend that McCann Associates be used for the test source, to establish remote test sites, and that the list be good for one (1) year. Motion by White to schedule an examination for the position of Police Chief, that the application deadline be 5:00 p.m. on June 10, 2009, with the test being conducted at 6:30 p.m. on July 8, 2009 at the Five Flags Civic Center. Seconded by Schilling. Motion carried 2-0. Request to Schedule Entrance Examination for the Position of Engineering Technician: It was explained that the current list has been exhausted before the one (1) year time limit. Motion by Schilling to schedule an entrance examination for Engineering Technician, that the deadline be 5:00 p.m. on May 1, 2009, with test being conducted at 6:30 p.m. on May 11, 2009 at the Five Flags Civic Center. Seconded by White. Motion carried 2-0. Request to Schedule Entrance Examination for the Position Parking Systems Technician: Parking System Supervisor Tim Horsfield explained that the committee has been unable to make a selection off the current list, everyone on the list was interviewed. The last candidate was interviewed by the committee and offered the position but was not able to pass the police criminal background check. It was felt that the candidates remaining on the list did not have the background knowledge for the job. Motion by Schilling to schedule an entrance examination for the position of Parking Systems Technician, that the deadline be 5:00 p.m. on April 24, 2009 with the test being conducted at 6:30 p.m. on May 6, 2009 at the Five Flags Civic Center. Seconded by White. Motion carried 2-0. Request to Schedule Entrance Examination for the Position GIS Specialist: Peck explained that this is a new position for the Water Department and that it was recommended to be an entrance examination, that the list be good for two (2) years and that be a take home test. Motion by Schilling to schedule an entrance examination for the position of GIS Specialist, that the application deadline be 5:00 p.m., May 8, 2009 and that the completed examination be postmarked by 12:00 midnight, May 27, 2009. Seconded by White. Motion carried 2-0. Approve Passing Point and Certify List for the Position of Laboratory Technician: Motion by White to receive and file the documents and to establish the passing point for the position of Laboratory Technician at 50% and to certify the list as read. Seconded by Schilling. Motion carried 2-0. Approve Passing Point and Certify List for the Position of Sanitation Driver: Motion by White to receive and file the documents and to establish the passing point for the position of Sanitation Driver at 75%. Seconded by Schilling. Motion carried 2-0. Motion by White to certify the list as read. Seconded by Schilling. Motion carried 2-0. Approve Passing Point for the Position of Firefighter: Motion by Schilling to receive and file the documents and to establish the passing point for the position of Firefighter at 75%. Seconded by White. Fire Chief Dan Brown requested that the Commission hold off certifying the list until the physical agility test was re-administered to several applicants. Communication from Dave Beaves: Motion by Schilling to receive and file the document. Seconded by White. Motion passed 2-0. Petition Submitted by Keyline Fixed Bus Drivers: Peck explained the job posting and description of the position of Bus Operator. Petition asks the City establish a different civil service classification for fixed bus drivers, which Peck disagreed with. Motion by White to receive and file the petition. Seconded by Schilling. Motion passed carried 2-0. Communication from City Attorney Barry Lindahl in the Matter of Scott Simpson: Motion by Schilling to receive and file the communication. Seconded by White.
