SUBJECT: Assistance to Firefighter Grant

Fire Chief Dan Brown recommends City Council approval to apply for three grant
applications to the Assistance to Firefighter Grant program in the total amount of
$493,657. These grants require a 20% local match of $98,731. The grants would be
used for:
® $132,150 for five tablet computers with portable printers, fire inspection software,
preplan software and pictometry imagery
® $281,507 for locking sprinkler and standpipe connection caps, locking caps for
standpipe discharge connections and shipping and costs of business
informational pamphlets
$80,000 for the purchase and installation of washers and dryers in the fire
stations for the cleaning and inspection of firefighting turnout gear.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The Assistance to Firefighter Grant program administered by the U.S. Department of
Homeland Security provides for funds in public education, inspection and for equipment.
I am recommending to make application for three areas; two in the inspection/education
category and one in the firefighting equipment category.
The first project would provide for 5 tablet computers with portable printers, fire
inspection software, preplan software and pictometry imagery for a total of $132,150.
The second project would provide locking sprinkler and standpipe connection caps for a
total of 500 caps that would be installed in commercial occupancies in the city to protect
against vandalism for a cost of $122,500. In addition it would provide for 800 locking
caps for standpipe discharge connections for $153,600. Shipping and costs of business
informational pamphlets would provide an additional $5,407.
The third project would provide for the purchase and installation of washers and dryers
in the fire stations for the cleaning and inspection of firefighting turnout gear. New
National Fire Protection Association (NFPA) Standards provide for instructions and
procedures for cleaning and inspection of this gear. Special cleaning equipment and
training is needed to comply with this standard. The total cost of this project is $80,000.
All three projects require a 20% local match. The total grant applications are $493,657
with a local match of $98,731.
The approval of these grants by Homeland Security can be for all three projects or for
any portion of them. I would also recommend budgeting the matching funds in FY2011
after we hear if the applications are successful.
I respectfully request this be provided to Mayor and City Council for approval.
