The City of Dubuque issued a Request for Proposal for professional services to monitor
the newly created wetlands at the Dubuque Industrial Center West. Eight proposals
were received and were all judged to be well qualified, however, Griggs Environmental
Strategies submitted the low bid of $8,223 ($2,741 per year).
Leisure Services Manager Gil Spence and the RFP Review Committee recommend that
Griggs Environmental Strategies be hired to monitor the wetlands at the Dubuque
Industrial Center West.
I concur with the recommendation and respectfully request Mayor and City Council
approval

The purpose of this memorandum is to request City Council approval to contract with
Griggs Environmental Strategies to provide professional services to monitor the
wetlands at'the Dubuque Industrial Center West.
DISCUSSION
The City of Dubuque is required to monitor the newly created wetlands for afive-year
period. This monitoring service is for the 2.82 acre replacement wetland and the upland
stream habitat improvement work performed and completed during 2005 and 2006 in
the Dubuque industrial Center West - 3rd Addition. The first two reports (2007 and
2008) have been filed.

All firms were judged to be well qualified so the committee recommends the low bid of
$8,223 ($2,741 per year) from Griggs Environmental Strategies be hired. Reference
checks were positive and the requested scope of service is provided.
ACTION STEP
The action requested is for the City Council to approve the selection of Griggs
Environmental Strategies for the wetland monitoring at the Dubuque Industrial Center
West.
