On May 14, 2009, Governor Chet Culver signed the Iowa Jobs (I-JOBS) Program Bill
into law. The I-JOBS Program includes $45 million of appropriations for city and county
roadways. Based on the funding distribution, the City of Dubuque will receive an
appropriation in the amount of $558,967. By committing the I-JOBS funding to the
Southwest Arterial Project, this will allow the City to leverage an additional $2,235,868
in federal funding toward the project.
City Engineer Gus Psihoyos recommends City Council approval for the I-JOBS Program
allocation of $558,967 to the Southwest Arterial Project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

This memorandum is to request City Council approval to allocate all City funding
appropriation from the Iowa Jobs (IJOBS) Program to the Southwest Arterial Project.
BACKGROUND
The $715 million Iowa Jobs (I-JOBS) Program is a program established to stimulate
Iowa's economy through short-term job creation and long-term economic growth. The
state has allocated this funding to be used for the state's: public buildings; flood
recovery and rebuilding; transportation infrastructure; universities; environment and
water quality; housing; and telecommunications and renewable energy.
DISCUSSION
On May 14, 2009, Governor Chet Culver signed the I-JOBS Program Bill into law. The I-
Jobs Program includes $45 million of appropriations for city and county roadways.
Based on the funding distribution, the City of Dubuque will receive an appropriation in
the amount of $558,967. By committing the I-JOBS funding to the Southwest Arterial
Project, this will allow the City to leverage an additional $2,235,868 in federal funding
toward the project.
The City will be requesting that the Dubuque County Board of Supervisors consider
allocating all County funding ($304,539) appropriation from the I-JOBS Program to the
Southwest Arterial Project. This will allow the City/County to leverage an additional
$1,218,156 in federal funding toward the project.
RECOMMENDATION
I would recommend that the City Council approve the I-JOBS Program allocation of
$558,967 to the Southwest Arterial Project.
