Proclamation_Kim Wadding Day
PROCLAMATION
WHEREAS, Kim Wadding has devoted 31 years to public safety having started his career as a
police officer in Newton, Iowa. Because of his hard work and dedication to the
citizens of Newton, he was later promoted to sergeant, then lieutenant, and
eventually oversaw the Newton Police Department as chief of police. In 2000, he
was named Dubuque’s Police Chief; and
WHEREAS, Kim Wadding not only worked tirelessly to protect citizens of Dubuque but was
proactive within the community through his involvement as the chair of the Jail
Diversion Initiative and the Community Education Committee, serving on the
board of directors of Hillcrest Family Services, Partners for a Drug-Free Iowa,
Senator Charles Grassley’s Face It Together (FIT) Committee and the Dubuque
Downtown Kiwanis; and
WHEREAS,Kim Wadding, in his eight years with the City of Dubuque, was instrumental in
increasing the size of the Police Department by 19%; creating the Jail Diversion
Program, which provided alternatives to incarceration for persons with mental
disorders and directed them to a community setting for treatment; expanding the
Community-Oriented Policing (COP) Unit, which enhanced the Police
Department’s relationships in the neighborhoods of Dubuque; and the adoption of
the Territory Accountability Design Patrol System, which allowed officers to
identify crime trends, apprehend criminals, and proactively prevent crime; and
WHEREAS, Kim Wadding has shared his compassion, knowledge, and experience, with the
entire community.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF
OF THE CITY COUNCIL, STAFF, AND CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM THE
26TH OF MAY, 2009, AS
“KIM WADDING DAY”
IN THE CITY OF DUBUQUE, IOWA.
IN WITNESS THEREOF, I have hereunto set my
hand and caused the Great Seal of the City of
Dubuque to be affixed this 18th day of May,
2009.
