low bidder, McDermott Excavating, in the amount of $384,925.39, which is 22.69%
under the estimate of probable cost.

The enclosed resolution authorizes the award of the construction contract for the Locust
Street Sidewalk and Traffic Signal Project, 8t" to 12t" Street.
BACKGROUND
The Locust Street Sidewalk and Traffic Signal Project, 8t" to 12t" Street, includes:
- Reconstruction of signals: Along Locust Street from 8t" to 12t" Street, including
Locust at 8t" 9t" 10t", and 12t" Streets; and around the Locust Street Ramp at Bluff
at 8t" and 9t" Streets. Due to ordering/delivery timelines, .the control cabinetry and
battery back-up equipment will be provided by the City.
- Fiber optic interconnection conduit linking the referenced signals to the existing
interconnect located at Locust Street at 14t Street.
- New sidewalk and street lighting around the perimeter of the Locust Street Ramp.

Sealed bids were received on the project on May 21, 2009. McDermott Excavating of
Dubuque, Iowa, submitted the low bid in the amount of $384,925.39. This amount is
22.69% under the estimate of probable cost. A summary of the bid proposals received

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE LOCUST STREET
SIDEWALK AND TRAFFIC SIGNAL PROJECT, 8TH TO 12TH STREET
Whereas, sealed proposals have been submitted by contractors for the Locust
Street Sidewalk and Traffic Signal Project, 8th to 12th Street (the Project) pursuant to
Resolution No. 164-o9and Notice to Bidders published in a newspaper published in the
City of Dubuque, Iowa on the 8t" day of May, 2009.
Whereas, said sealed proposals were opened and read on the 21St day of May,
2009, and it has been determined that McDermott Excavating of Dubuque, Iowa, with a
bid in the amount of $384,925.39, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to
McDermott Excavating and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 1st day of June, 2009.
